    Descrição

    The position is to conduct an evaluation of the Development and Scaling of Sustainable Feeds for Resilient Aquatic Food Systems in Sub-Saharan Africa (FASA) project in the mid-term review meeting, where the evaluation should include but not limited to the DAC criteria of Relevance, Efficiency, Effectiveness and Sustainability, with following points:

    • Appraise the results achieved by WorldFish and partners at this stage of the project.
    • Identify and assess results in terms of outcome and impact generated so far.
    • Identify the enablers and/or constraints to the attainment of the envisaged results and impacts.
    • Make necessary recommendations for similar projects in the future in terms of project design and implementation mechanism.

    Scope of Work

    Main responsibilities:

    • Review project documents and reports available from WorldFish and project implementation partners.
    • Consult key stakeholders, including but not limited to Project partners, scientific stakeholders, consultants, small scale feed millers, and fish farmers and the Donor, to capture their evaluation information needs.
    • Design a sufficiently robust study methodology within the limits of existing data, institutional arrangements, and budget.
    • Demonstrate clear complementarity between/amongst the mixed methods of choice.
    • Carry out high quality data collection, and data analyses.
    • Succinctly author the evaluation report, while incorporating feedback from stakeholders in a timely, objective and transparent manner.
    • Identify the current performance of the project, identify its challenges and detect bottlenecks, and develop practical recommendations for WorldFish, the Donor, and the project stakeholders that may help to improve implementation and increase the likelihood of achieving desired outcomes.
    • Participation and facilitation of the mid-term review meeting.
    • Preparation of assessment report with recommendations.

    Deliverables: Successfully facilitate the meeting and completion of an assessment report with recommendations.

    Requirements

    Skills Experience and Knowledge

    • Must possess an advanced degree (Masters’ or PhD) in Agricultural Economics, Fisheries, Aquaculture, Project/Program Management or Project/Program Evaluation. If the applicant is an organization with evaluation team, team members should possess academic qualification that complement the qualifications of the lead consultant or team leader, such that ultimately the team comprises a mix of technical expertise required to deliver on the scope of the evaluation.
    • Experience in implementing mid-term and endline evaluations in sub-Saharan Africa in aquaculture, fisheries or agriculture sector(s),
    • Experience in developing and implementing mixed‐methods research designs. Excellent skills in both quantitative and qualitative data collection methods are required in order to analyze policy, social and economic achievement.
    • With track record of writing detailed and yet concise evaluation reports.
    • Experience in leading or co-leading evaluation teams that have developed recommendations that have been adopted by clients.
    • Skills in;
    1. Quality data collection tools development skills.
    2. Strong data management and analysis.
    3. Proficiency in the use of technological aids for enhancing the collection of quality data, analysis and presentation.
    4. Fluency in written and spoken English.
    • Clear, practical, robust, logical and complementary methodological approaches are desired.
    • Strong alignment to and interpretation of the Request for Proposal (RFP).
    • Added insight by the service provider/consultant(s) by commenting objectively on the Terms of Reference/RFP.
    • Elaborate suggestions on tools to be used for capturing/recording data, data transmission, data monitoring, data analysis, and visual aids development for purposes of communicating the findings.
    • Clear work plan in line with the RFP, and justification of potential deviations.

    Reporting

    The agency will report the progress of the assignment to WorldFish on weekly basis.

    Budget

    Interested Consultant (s) are requested to provide a detailed budget proposal outlining professional fees, travel expenses (if applicable), and any other costs related to the consultancy. The budget should be submitted along with the application.

    Evaluation and Selection

    Applications will be evaluated based on the qualifications and experience of the consultant, the quality and feasibility of the proposed approach and work plan, the relevance of previous work examples and the most competitive proposal. Shortlisted candidates may be invited for an interview or request additional information before final selection. This opportunity is open for all applicants.
