Manager Program Administration
Summary:
The Manager Program Administration supports the Chief Program Officer and Director Program Operations & Administration in oversight of the administrative and fiscal operations for Safe Horizon’s program activities.
Responsibilities:
- Learn and integrate a trauma-informed, client-centered approach, using an anti-oppressive lens, into your work with clients. Coach and guide staff in their client practice that reflects these approaches.
- Assist Program Leadership, and the Director Program Operations & Administration in the describing of program goals and objectives for funding requests;
- Review and monitor programmatic activities in the Client Management System (CMS) for internal and external reporting, invoicing and quality assurance.
- Collaborates on developing annual budgets with Finance team and program leadership to maximize revenue collection and manage expenses
- Coordinate audits conducted by internal and external auditors and prepare audit responses, as required;
- Assist in the development of administrative program procedures and practices based upon current concepts, findings from financial and program audits;
- Act as liaison with related agency operating units – Human Resources, Finance, Facilities, Legal, IT, etc.;
- Collaborate with the Director Program Operations & Administration in managing, approving, and controlling program purchases and expenditures including vendor payment requests, purchase requisition, service purchase orders, consultant agreements, expense reports and fee for service invoices, reconciliations;
- Manage grant and contract-related administrative tasks and activities, including but not limited to budget modifications, narratives, and justifications;
- Develop workflows to describe business processes for special projects;
- Supervise Program Assistant to support with daily administrative tasks for Program Administration.
- Train and provide technical support to programmatic Contract Managers and Administrative Directors
- Communicate policies and procedures to department staff and provide training as necessary;
- Maintain a comprehensive working knowledge of federal, state, city, and private funding sources in all programs’ portfolios;
Interacts with:
- All levels of internal management and staff.
- All level of organization operations units.
- External contractors, funders and consultants.
Qualifications:
Knowledge and Skills:
- Demonstrated commitment to criminal justice, victim services, social justice issues in New York City
- Bachelor’s degree in relevant field or equivalent relevant experience.
- 3+ years of experience handling government and private contracts and grants; or other equivalent experience.
- Demonstrated experience developing proposals for public and private donors
- Knowledge of New York State and City grants and contracts.
- Excellent budget management skills including experience tracking expenses and developing spending plans.
- Excellent time-management and organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment.
- Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment.
- Excellent digital literacy: MS Word, Excel, Powerpoint, and Outlook.
- Working knowledge of and experience with NYC and NYS grant databases is a plus.
- Prior managerial or supervisory experience required
