    PRIMARY FUNCTIONS: As part of an interdisciplinary team this position is responsible for oversight and coordination of the substance use disorder (SUD) program. The SUD Program Manager (PM) is responsible for contributing to the development and implementation of policies and procedures for the SUD program; development and maintenance of community partnerships including facilitating and reviewing community referrals, supporting patient transfers of care, obtaining and maintaining all needed clinical documentation in accordance with regulatory guidance and participating in regular meetings with community partners to ensure strong collaboration. The SUD PM actively reviews all clinical schedules to ensure timely access to care; updates and maintains clinical templates; and serves as a liaison between patients and operations staff to ensure communication of behavioral health SUD procedures and workflows. The SUD PM will serve as the lead on SUD QA/QI subcommittee and work with the rest of the Quality team to monitor evaluation measures and program outcomes. The SUD PM will monitor, identify and address areas for improvement in quality. In collaboration with the Director of Behavioral health, the SUD PM will participate in hiring, onboarding and orientation of new SUD program staff and participate in performance reviews for related staff.

    • Assist in the development of SUD program, to include recommendations for best practices in policies and procedures to govern the implementation of SUD services
    • Oversee the day-to-day operation of SUD program, including implementation of and adherence to program guidelines, clinical processes, and operational needs
    • Actively manages SUD staff schedules, including managing referrals from community partners into the SUD program, maintenance of any wait list, ensuring timely access to care through efficient attention to no-show and cancellations and monitoring productivity
    • Collaborates with operations team to ensure clear understanding and application of SUD workflows and procedures in the context of scheduling and access to care to reduce barriers and increase effective utilization of appointments
    • Collaborates with BH Administrative Manager to manage SUD provider leave and sick call outs including ensuring adequate coverage
    • Leads QA/QI activities related to SUD program, including evaluation of program outcomes and implementation of quality improvement activities
    • Participates in grant-related activities including obtaining necessary data and reporting on progress
    • Documents all services in the electronic medical record, in accordance with organization’s standards
    • Responds to all communication, both internal and external, in a timely manner
    • Attends and participates in Department and organization meetings by sharing knowledge, experiences, and information regarding team members, clients, work practices, etc.
    • May participate in agency workgroups and/or teams
    • Attends and participates in on-going training, learning and growth opportunities
    • Recommends changes in internal policy and procedures based on experience and knowledge
    • Maintains policy manuals incorporating changes when received

    OTHER DUTIES:

    • Prepare and maintain special internal and external reports as requested by Supervisor and/or Department Head.
    • Assist with developing, coordinating and recommending changes for the improvement of workflow in the program or section area.
    • May be assigned to various project lead roles to advance the development of the department and support ad hoc needs.
    • Able to work under minimal supervision.
    • Employee will be asked to perform additional duties and take on other responsibilities as dictated by events and circumstances.

    QUALIFICATION/EDUCATION and/or EXPERIENCE REQUIREMENTS:

    • Experience in the development, management and oversight of outpatient substance abuse programs, preferably in the FQHC or community health setting
    • 5-7 years direct experience in field of substance use disorder treatment
    • 2-3 years’ experience in program management and supervision of clinical programs
    • Bachelor’s degree in Social Work, Public Health, Nursing, Health Administration or other related field, with additional training in the treatment of substance use disorders; Master’s degree preferred
    • Bilingual fluency in Spanish strongly preferred
    • Experience in a health care or community-based social service setting, preferably primary care or FQHC
    • Experience with information technology, electronic health records
    • Excellent interpersonal communication skills and the ability to work effectively with a diverse work force and patient population
    • Proficient with Microsoft platforms and products, Google Suite, Teams, etc.
    • Knowledge and ability to adhere to all state and federal regulations including 42 CFR Part 2, as related to information sharing, confidentiality and documentation
    • Must be comfortable working with culturally diverse populations
    • Demonstrate superior critical thinking skills, sound judgment, and decision-making and problem-solving skills
    • Knowledge of local health care environment and basic terminology
