    Background

    Founded in 2003, the mission of the International Treatment Preparedness Coalition (ITPC) is to improve access to, and quality of treatment services for people living with HIV (PLHIV). The organization is a network of global activists, who joined forces to advocate for equitable access to treatment, at a time when communities faced significant financial and logistical barriers to accessing HIV treatment - despite effective medicines being available. As an issue-based organization, ITPC’s reach includes expanding access to high quality services for key populations, people living with tuberculosis (TB) and viral hepatitis (VH).

    ITPC works with many global consortiums and country partners. We therefore require a consultant who will assist with the Monitoring and Evaluation (M&E) of our programmes and support with ITPC’s Community Led-Monitoring (CLM) model.

    Consultant Scope of Work

    ITPC is seeking a consultant to assist with activities related to Monitoring and Evaluation and Community – Led Monitoring (CLM).

    Duration of Consultancy

    The consultant will be required to assist with activities based on donor – funding relevant to project deliverables.

    Deliverables for M&E Activity:

    • Develop M&E frameworks and tools for tracking project progress. This includes the development of indicators, data collection tools, reporting templates etc.
    • Facilitate training on M&E frameworks and tools developed
    • Conduct analysis of the data based on agreed tracking indicators (demographic stats of participants, pre- & post workshop questionnaire, workshop evaluations, et al.), and provide data to inform the monthly donor reports
    • Develop a content assessment questionnaire for local partners to inform the areas of focus for each training – identifying the knowledge gaps and priorities to focus on during the training in each city.
    • Project & training evaluation the evaluate the outcomes and lessons learned from the project

    Deliverables for CLM and or/Community Engagement Activity:

    • Participate in meetings and calls with relevant partners/networks
    • Develop CLM frameworks, tools for community engagement on key topics related to HIV/AIDS, TB and other disease areas
    • Ability to engage with partners during the review process and finalization of the CLM framework
    • Facilitate training on CLM frameworks to partners
    • Develop reporting templates for partners
    • Review and provide feedback/recommendations to partners on the final report
    • Assist with the development of advocacy framework, review partner advocacy plans and provide feedback to final report by partners

    Education & Experience Requirements

    • Degree in public health with additional qualifications in M&E
    • 5-10 years working in M&E and CLM
    • Expert on CLM and community systems strengthening with a familiarity with the CLM processes, and tools
    • Ability to work effectively with diverse communities and partners
    • Working knowledge of TB, as well as working with global health donors within the HIV context
    • Experience working with key and vulnerable population-led networks and communities implementing CLM models
    • Demonstrated track record with supporting countries on CLM processes
