    Public Utility Law Project of New York

    We are a dynamic, progressive, not-for-profit law firm seeking a Utility Accounting/Data Analysis Assistant to focus on utility consumer protection issues, particularly as they pertain to the interests of low-income and fixed-income residential utility customers. The ideal candidate will have superior data analysis and writing skills and the ability to achieve team-related outcomes from a remote work environment. This is a unique opportunity for the right candidate wherein they will have the opportunity to work with and learn from a seasoned veteran of the field with the potential for advancement to executive level in the future.

    Duties will include:

    • Reviewing and summarizing the testimony and related filings of New York State utilities, the Public Service Commission and Department of Public Service, and other parties in State administrative rate and policy proceedings.
    • Preparing quantitative analyses, together with written summaries, from exhibits and workpapers included with administrative filings, which will form the basis of evidence used by PULP in its consumer advocacy work in these proceedings.
    • Analyzing and summarizing large datasets from sources such as the U.S. Census Bureau, U.S. Energy Information Administration, U.S. Federal Energy Regulatory Commission, and New York State Energy Research and Development Authority in further support of PULP’s evidentiary and advocacy work.
    • Supporting PULP’s legal and research staff in the development of PULP testimony and other work products in all venues in which PULP advocates for utility consumers in New York State.

    Required Education

    Bachelor’s degree in accounting, finance, economics or computer science-related area of study.

    Required skills

    • Solid data analysis, writing, research, and communications skills
    • Proficiency in MicroSoft Excel
    • Knowledge of/experience with data science programming languages such as Python, SQL, R, VBA
    • Ability to gather data, compile information, and create reports
    • Ability to create, compose, and edit high-level written materials for consumption by stakeholders in the legal and energy fields
    • Experience researching primary source materials for written work products
    • Ability to work independently and provide a detailed account of tasks performed during work periods;
    • Interest in and commitment to advocacy for the legal rights of low-income and other vulnerable populations.

    A knowledge of utility regulation (energy, telecom, and/or water) and familiarity with utility rates and finances are pluses.

    The position is currently remote/hybrid, so attendant discipline and time management skills are required. The position may become office-based at any time in the future, or for interim periods as needed. Staff may occasionally be required to travel or work in an office setting based on specific project needs.

    A generous benefits package includes health and dental insurance, employer-funded retirement account, standard federal/state vacation days and time off. Annual salary will fall within the range of $55K - $80K annually and will be determined based upon experience.
