    Organizational Mission and History

    The Chinese Progressive Association (CPA) is a grassroots community organization that works for the full equality and empowerment of the Chinese community in Greater Boston and beyond. Our mission is to improve living and working standards and to involve ordinary people in decision-making.

    Founded in 1977, CPA emerged from a series of community organizing campaigns addressing issues such as Chinese parents’ involvement in the Boston school desegregation process and organizing for community control over land development in Chinatown. Our membership consists predominantly of Chinese immigrants and Chinese-speaking individuals; most are workers in low-wage industries, working families, or low-income elderly individuals. CPA does not focus on a single issue because we believe that people have many concerns—jobs, education, freedom from discrimination, and a clean and safe living environment. We have observed that once people achieve their rights in one aspect of their lives, they are more likely to actively participate in solving other community problems.

    Job Description

    Chinese Progressive Association seeks a full-time Finance and Operations Director to oversee CPA’s administrative and financial operations, including planning, HR/Personnel functions, computer and IT systems management, and financial reporting and management. The Finance and Operations Director will collaborate with the Executive Director and other Director-level staff, ensuring that the organization operates smoothly to support the day-to-day organizing work. The position requires occasional availability in the evening and on the weekends. This position is full-time and FLSA exempt. The Finance & Operations Director reports to the Executive Director.

    Duties

    • In collaboration with the Executive Director, oversee financial operations and management of the organization, including the annual operating budget, AP/AR processes, banking and investment strategies, bank and credit card reconciliations, and the general ledger.
    • Coordinate with and supervise external bookkeeping and accounting staff to complete annual audits and 990 & PC form filings, and prepare and review monthly financial reports.
    • Ensure organizational compliance and timely filing, including the Secretary of State Annual Report, City of Boston Form 3ABC, and other required documents.
    • Oversee HR/Personnel functions, including managing employee policies/handbook, payroll, employee benefits enrollment and management, and onboarding new hires.
    • Coordinate with the organizing and finance teams to ensure compliance with regulatory functions for 501(c)(3) and 501(c)(4) statuses.
    • Manage and improve day-to-day office operations, as well as organizational policy development and implementation.
    • Hire and supervise the Office Manager to manage and maintain office space, equipment, computer technology, inventory, and supplies.
    • Participate in regular team meetings, leadership team meetings, staff meetings, and steering committee (board) meetings, and attend professional development and additional training sessions as needed.
    • Support other major CPA events, activities, and campaigns as needed.

    Qualifications

    • At least 5 years of non-profit management experience, with an in-depth understanding of financial and operations management.
    • Experience supervising staff and managing budgets.
    • Well-developed understanding of the legal and fiscal structure of 501(c)(3) budgets, grants, and programs. Understanding of -or- willingness to learn 501(c)(4), and IEPAC structures is a plus.
    • Strong understanding of accounting and office operations and procedures, including human resources, payroll, bookkeeping, contract management, and compliance with federal, state, and local regulations and laws related to nonprofit corporations.
    • Demonstrated ability to work with financial management, budgeting, and administrative systems, annual audits, Form 990 processes, and other nonprofit financial processes and requirements.
    • Committed to grassroots empowerment and social change.
    • Strong communication skills (both verbal and written), both internally within the organization and with external partners.
    • Self-starter and team player, with the ability to work independently and stay organized in a fast-paced environment with competing priorities.
    • Bilingual in Chinese (Cantonese or Mandarin) and English preferred; additional languages and dialects are a plus.

    Compensation

    The salary for this position ranges from $90,000 to $120,000, commensurate with experience, with opportunities for growth in subsequent years.
