    Position Description

    The Institute for Market Transformation (IMT) is a national 501(c)(3) nonprofit organization on a mission to equitably decarbonize buildings in this decade to improve the livability of our communities. Our partnerships with local communities, government leaders, and businesses provide unique insights into how to make this vision a reality.

    In September 2024, the U.S. Department of Energy (DOE) awarded $5.5 million to IMT and its partners to expand decarbonization for existing buildings under the Resilient and Efficient Codes Implementation grant program. IMT will lead the Building Performance Standard Pathway Alternatives and Training Hubs (BPS PATH) project in partnership with 12 local/state governments, multiple partner organizations including engineering firms, and two National Laboratories. The project will address compliance challenges with Building Performance Standards (BPS) and similar policies for existing commercial and multifamily buildings by developing an improved alternative compliance pathway (ACP) framework, in consultation with an interdisciplinary working group, and then piloting the framework through decarbonization planning projects in under-resourced buildings. The project will also work with IMT’s network of high performance building hubs to develop localized training and implementation resources, and with the national labs on development of supporting software tools.

    The Senior Manager will lead on project management and support technical content for this exciting, national scale initiative. IMT seeks a detail-oriented, organized, results-oriented individual with real-world project design, assessment, or implementation experience to serve as the BPS PATH project manager and support IMT’s broader technical and codes strategy. IMT seeks a candidate excited to tackle hard challenges and have a lasting impact. The position reports to IMT’s Director of Policy Programs.

    Responsibilities

    BPS PATH Project Management and Technical Development (75% of LOE)

    Under the direction of project leadership, this position will:

    • Oversee day-to-day implementation of the BPS PATH project, managing multiple projects/tasks and their associated deliverables and timelines, in close collaboration with project partners–including governments, consulting engineers, software developers, national laboratories, building performance hubs, and strategic advisors.
    • Support development of core technical content for Building Performance Standard (BPS) alternative compliance pathways and strategic decarbonization assessments, including review of relevant ASHRAE and USGBC standards and guides, compiling of planning best practices from jurisdictions and practitioners, drafting of narrative content, and development of supporting workbooks and resources.
    • Manage a working group of technical experts, community members, and governments that will contribute to the framework and supporting resources.
    • Review delivery of energy audits, engineering plans, financial analysis, training resources, and case studies from partners, for quality assurance and compliance and with project objectives.
    • Support team in advising and educating jurisdictional and community partners on integrating decarbonization framework and tools into existing and planned policies.
    • Develop and maintain work plans in close coordination with other IMT staff to keep activities of the project on schedule and to ensure successful accomplishment of project milestones. This will include planning and facilitating regular team meetings and following up on identified next steps.
    • Working with IMT’s operations team, track and maintain BPS PATH budget, expenses, and projected spend down rate

    Building Decarbonization Technical Strategy Support (25% of LOE)

    Working across teams and projects beyond BPS PATH, this position will…

    • Serve as in-house resource on technical, real-world implementation and building science considerations for building decarbonization in the context of policy design, and identity pathways for successful BPS implementation.
    • Support team’s contributions to ANSI/ASHRAE and IECC codes and standards, including working group and committee participation and providing technical insights.
    • Represent IMT publicly and serve as a point of contact for industry and government stakeholders on codes, BPS, and related technical matters.
    • Synthesize complex information from multiple external and internal sources, and draw actionable conclusions.
    • Conduct data analysis to support project objectives.
    • Support the team in developing relationships with energy efficiency service providers, engineers, and other technical experts to advance practical implementation of building performance policies.
    • Other duties as assigned

    Qualifications and Skills

    • Undergraduate or graduate degree in building science, engineering, architecture, or related fields relevant to energy efficiency, construction, or real estate. Industry certifications (e.g., AEE CEM, ASHRAE BEAP, or similar) plus additional years of work experience may be substituted for educational qualifications.
    • 5+ years of cumulative work experience in relevant roles to include experience working as a project manager on a multi-dimensional project that involved external partners.
    • 2+ years of experience in execution and/or management of engineering, energy auditing, energy modeling, or life-cycle cost analysis services–or related practical experience with decarbonization projects in large buildings.
    • Broad understanding of the commercial and/or multifamily real estate market, including stakeholder motivations and concerns regarding decarbonization policies and planning.
    • Broad understanding of the process of policymaking and codes and standards development in the building sector, including common government and stakeholder priorities.
    • Experience managing multiple projects with external partners, including planning, reporting, KPI’s, and ensuring deadlines and deliverables are met.
    • Experience working on or overseeing federally funded projects preferred.
    • Experience with managing multi-stakeholder engagement or charette processes preferred.

The salary range for this position is $95,000-$100,000, commensurate with experience.
