    Organizational Overview

    Terra Firma National (“TFN”) is the first and only organization in the U.S. dedicated to launching and supporting a national network of programs that integrate medical, legal, and mental health services for unaccompanied immigrant children and migrant families seeking humanitarian protection. TFN uses a nationally recognized model to ensure that newly-arrived immigrant children and families have access to quality healthcare and legal representation, regardless of immigration status. TFN brokers interdisciplinary healthcare-legal partnerships and provides them with training, technical assistance, and capacity-building support. TFN convenes a network of programs to exchange best practices and foster a community of practice.

    Developed in the South Bronx in 2013, the Terra Firma Model of Care achieved national recognition for its pioneering approach to integrating immigration legal services for unaccompanied children into a community health center and, responding to a growing need, subsequently expanded to include migrant families. Now, at a time when access to healthcare and justice for these populations is more threatened than ever, TFN is scaling and replicating by building a network of Terra Firma programs that a) provide a medical home, b) defend legal rights, c) encourage resilience through mental health, and d) serve as a social safety net. TFN is committed to starting, supporting, and sustaining interdisciplinary programs that improve immigrant health and further immigrant justice.

    TFN is based in New York City, and the Senior Program Manager must be available to work on EST. Limited travel will be required for events such as in-person site visits, a national conference, and a Board Retreat.

    TFN has a fiscal sponsor, the Fund for the City of New York (“FCNY”). TFN staff are employees of FCNY, and subject to FCNY’s benefits and Human Resource policies.

    Partner Support and Network Engagement

    The Senior Program Manager will serve as the key liaison between Terra Firma National (“TFN”) and its partners to adapt a proven model of care to new, unique settings across the country. This role involves directly supporting site “Champions” and proactively engaging with program staff to understand their needs, identify opportunities for support, and strengthen the adaptation and implementation of the Terra Firma model to local environments. The Senior Program Manager will also coordinate with TFN consultants to deliver training, technical assistance, and resources to support high-quality healthcare and legal services for immigrant children and families.

    In addition to hands-on, site-level support, the Senior Program Manager will also play a lead role in shaping how the Terra Firma network interacts and collaborates. This includes developing and implementing structures for cross-site connection, such as organizing virtual convenings, webinars, trainings, and an annual conference. The Senior Program Manager will nurture a vibrant community of practice—one that shares knowledge, confronts challenges, and advances the mission across diverse settings.

    The ideal candidate is a relationship-builder and problem-solver with experience supporting program implementation across multiple sites or teams, strong organizational skills, and a proactive, collaborative approach. They are comfortable managing details while keeping a big-picture view, and they bring a passion for advancing equitable, interdisciplinary services for immigrant children and families. In addition to strong programmatic skills, experience working with immigration legal services or healthcare settings is particularly valuable.

    TFN is a small, but dedicated team. The Senior Program Manager will report directly to the Executive Director, and work closely with the Program Associate and Development Manager. As the organization grows, the Senior Program Manager will play an increasingly vital role in high-level strategy and decision-making.

    Position Responsibilities

    Partner Support

    • Serve as the primary point of contact for Terra Firma programs; maintain strong, supportive relationships with key staff at each site.
    • Regularly assess program needs and engage in collaborative problem-solving; connect partners with relevant resources, peers, or subject matter experts to address challenges.
    • Provide direct, practical support to help build capacity for current programs (e.g., tracking open issues, ensuring timely follow-up).
    • Coordinate roll-out, training, technical assistance, and incorporation of new programs into the network.
    • Collaborate with subject-matter experts to develop and update resources, guides, and materials.
    • Envision improvements to the scaling process; identify opportunities for streamlining replication (e.g., standardized materials, set training and technical assistance curriculums, creating well-defined benchmarks).

    National Network

    • Lead the design and implementation of strategies to strengthen collaboration across the national network.
    • Plan and coordinate an annual conference that brings together medical, legal, and mental health partners to share best practices, highlight successes and challenges, and build network momentum.
    • Organize, arrange, and facilitate other cross-site activities such as virtual convenings, webinars, and peer learning sessions to share insights across programs and promote networking among sites.
    • Eventually, partner with TFN staff to leverage programs to engage in policy, advocacy, and research.

    TFN

    • Partner with the Development and Data teams to create systems to communicate the impact of Terra Firma programs to program funders, partners, and the Board of Directors.
    • Develop systems for gathering feedback from program partners to inform TFN’s strategy for launching, supporting, and sustaining programs and the national network.

    Qualifications

    • 4–7 years of experience in program, multi-site operations, and/or project management. 7+ years preferred
    • Experience working with nonprofits and mission-driven organizations
    • Strong organizational skills and attention to detail
    • Excellent interpersonal and relationship-building skills
    • Ability to manage competing priorities and meet deadlines
    • Comfort with digital tools, platforms, and cloud-based collaboration
    • Commitment to immigrant justice and healthcare for immigrant children and families
    • Excellent communication skills—written, verbal, and interpersonal
