    About Private Sponsorship for Refugees

    The Department of State, Bureau of Population, Refugees, and Migration (PRM) launched Welcome Corps, a Private Sponsorship of Refugees (PSR) program in January 2023 as part of the Administration’s efforts to expand community sponsorship in refugee resettlement. Community Sponsorship Hub and its consortium develop and implement the infrastructure to welcome and support thousands of refugees by equipping lawful permanent residents and citizens to welcome newcomers and experience the benefits of resettlement firsthand. The program allows Americans to consistently engage in sponsorship and meaningfully enhance integration outcomes for refugees. The PSR pilot program builds on previous successes in community sponsorship programs to expand resettlement capacity in the United States and diversify welcoming communities, bringing new perspectives, and increasing opportunities to take part in resettlement.

    Contract Overview

    The work of the Post Arrival Department is critical in strengthening and supporting Private Sponsor Groups (PSGs) who support refugees through the Welcome Corps program. The Consultant will act as a central resource, advisor, and coach to PSGs to ensure they deliver essential services, navigate challenges, and contribute to successful refugee integration. This contract is designed to support existing staff fulfill immediate and critical needs.

    Scope of Work

    PSG Capacity Building

    • Lead sessions and capacity-building initiatives for new and existing PSGs, providing tailored training, orientation, and access to program resources.
    • Develop and implement ongoing mentorship, facilitating knowledge-sharing and skill-building activities to enhance PSG effectiveness.
    • Endeavor to provide timely responses with content rich guidance in response to PSG leader questions to facilitate newcomer self-sufficiency and PSG leader confidence in the Welcome Corps program.

    Operational Guidance and Support

    • Serve as the key liaison for PSGs, providing guidance on core sponsorship responsibilities, including reception, housing, healthcare access, and benefits navigation.
    • Work closely with PSG leaders to develop action plans for addressing challenges, ensuring compliance with Welcome Corps standards, and safeguarding policies.

    Monitoring, Reporting, and Feedback

    • Establish systems to regularly monitor and assess PSG activities, collecting qualitative and quantitative data to inform decision-making and strategic planning during the Sponsorship period.
    • Identify areas of improvement and provide feedback regarding the reports and surveys for PSGs progress.

    Crisis and Incident Management

    • Implement crisis management protocols and escalate concerns to relevant internal stakeholders while maintaining confidentiality and compliance.

    Resource Development and Continuous Improvement:

    • Collaborate with cross-functional teams to develop practical resources, toolkits, and training materials, enhancing PSGs’ ability to meet core sponsorship requirements.
      • Continuously evaluate and refine internal support structures, identifying opportunities to improve PSG training, communication channels, and resource availability.

    Stakeholder Engagement and Integration:

    • Provide program insights and recommendations to leadership, contributing to the strategic direction of private sponsorship initiatives.

    Qualifications

    • Bachelor’s degree in Social Work, Public Administration, Human Services, or related fields. Master’s degree preferred.
    • 2+ years of experience in refugee resettlement, private sponsorship, community engagement, or capacity-building roles. Experience in program oversight, crisis response, or volunteer management is highly desirable.
    • Strong understanding of refugee resettlement policies and the private sponsorship model.
    • Proven leadership, mentorship, and coaching skills.
    • Excellent problem-solving and crisis management abilities.
    • Working knowledge of tools like MS Excel, Salesforce, Zoom, Teams, and other remote collaboration platforms.
    • Proficiency in data analysis and reporting software/tools.

    • Ability to work effectively in a fully remote environment, demonstrating strong self-management, time-management, and communication skills.
