Founded in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole, and George Mitchell, the Bipartisan Policy Center (BPC) is a leading nonprofit organization that drives principled solutions through rigorous analysis, reasoned negotiation, and respectful dialogue. The mission of BPC’s Health Program is to advance bipartisan solutions which improve access to and quality of care while addressing health care costs impacting the government, employers, and individuals. The strategies that the Health Program focuses on to achieve this mission include:

• Addressing the impacts of health care costs on federal programs, employers, and individuals by focusing on Medicare and Medicaid and their sustainability at both the federal and state level; tackling market inefficiencies; managing chronic conditions (prevention to long-term care); and enhancing consumer affordability.
• Promoting more efficient health care spending by supporting appropriate, cost-effective uses of health care services and new technologies.
• Generating long-term savings and improvements in population health through targeted investments in the workforce, behavioral health, nutrition, and rural health.

Role and Responsibilities

BPC seeks an Executive Director to lead its Health Program. The Executive Director will oversee both the long-term progress and day-to-day activities of the Health Program. This includes management and direction of program staff in executing multiple concurrent and future projects and collaborative guidance for the development of pragmatic, bipartisan policy solutions. The Executive Director will work closely with the CEO and other senior leaders to maximize impact, ensure alignment with organizational objectives, and facilitate cross-team collaboration. They will be expected to stay abreast of evolving policy issues, interact with policy experts and political leaders, and speak on behalf of the program—and BPC—at meetings, events, and in the media.

Responsibilities include:

• Lead and develop consensus-driven policy recommendations through research, stakeholder engagement and policy analysis.
• Lead all aspects of the program, including annual strategic planning, allocation of resources to project activities, and execution of deliverables.
• Manage and mentor program staff, including weekly team meetings, and ensure integration with all BPC functional teams.
• Assess and execute unique opportunities for the program to contribute to policy debate and have an impact on the policy landscape.
• Design and direct a research and analysis agenda necessary to achieve programmatic goals.
• Work with BPC Communications team and in partnership with the BPC Action (BPCA) our 501c4 lobbying organization, conduct outreach to gather information and build support for the Program’s policy recommendations by meeting with federal and state officials, health policy experts, Members of Congress and staff.
• Coordinate BPC’s Future of Health Care Advisory Board, a group of national health policy experts providing input on a consensus approach to improving health care in the U.S.
• Manage creation and execution of BPC task forces, commissions, and advisory groups.
• Conceptualize, develop and oversee production of written and visual products ranging from reports, white papers, issue briefs, blogs, infographics, etc. to highlight and promote policy recommendations.
• Work with the Development team to cultivate, secure and maintain project donors to meet program revenue goals and oversee program budget.
• Work with other BPC policy programs (e.g., economic policy, human capital, housing) on issues that are cross-cutting and impact on health.
• Forge productive working relationships with peer organizations and generate opportunities for collaboration.
• Work with Senior Management on strategic institutional decision making.

Qualifications

• A graduate degree in a health-related field, such as an MD, JD or master’s degree in health policy.
• Minimum of 15 years’ working experience in health policy or law, and a demonstrated ability to lead and manage projects.
• Federal Executive or Legislative Branch experience.
• Recognized and respected expertise in field.
• Proven team leadership/management/collaboration skills.
• Ability to communicate clearly and effectively.

Work Schedule

The work/life balance of employees is a priority for the Bipartisan Policy Center. As a result, BPC is currently operating on a hybrid schedule. Employees at BPC are currently coming into the office three times a week. Exact time and schedules will be determined between an employee and their manager.

BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans.

Additional benefits include 403(b) matching contributions of up to 7% of salary in addition to a non-elective contribution of 2% of salary (both after 90 days of employment); 15 vacation days, 2 personal days, 15 sick days, and 12 holidays per year; education benefits up to $5,250 per year after one year of employment; $2,000 for professional development expenses after six months of employment; Metro benefits of up to $130 per month; Company provided life insurance; and dental and vision insurance coverage with a Flexible Spending Plan.

We reasonably believe that the base salary range for this position is $200,000 – $265,000. At BPC, a wide range of factors are considered when making compensation decisions including and not limited to skill set, experience, training, education, knowledge, and other business and organizational needs.
