    Nature of Position:

The Program Specialist for Performance Management and Data provides support for the Performance Management Technical Services Program and AASHTO Census Transportation Solutions. These technical service programs (TSPs) cover the topics of performance management and census data and are designed to provide expertise, support, and resources to help transportation professionals address complex challenges and meet the evolving needs of the transportation industry. In supporting these two TSPs the Program Specialist collaborates with state DOTs as well as key AASHTO partners such as the US Department of Transportation, other Federal agencies, and various transportation industry associations.

Under the direction of the Program Director, the Program Specialist will assist in planning annual meetings, training workshops, webinars, and in-person peer exchanges supported by the technical service programs including scheduling and attending meeting planning calls, providing logistical support including printing and shipping, and ensuring on-site support (attendee registration, A/V needs, etc.). In addition, the Program Specialist will support the Program Director and the Program Manager for Transportation Data with setting up and staff conference calls, meetings and webinars, and developing engaging content to foster member engagement.

This role involves maintaining accurate member databases, tracking financial contributions, and conducting timely follow-ups with members and stakeholders. Other tasks may include development of presentations and letters for AASHTO members and staff, drafting responses to requests from state or federal agencies, developing and managing member surveys and tabulating responses, and organizing committee mailings, making updates to the TSP websites, and other similar duties as assigned.

In carrying out the above responsibilities, the incumbent is expected to develop and maintain professional relationships with individuals and organizations in the transportation community. The incumbent must also be able to effectively manage multiple tasks, set priorities and achieve them independently in a timely manner, as directed by the Program Director.

    Position Requirements:

The successful candidate will have 3 years of diverse technical, professional experience, with demonstrated evidence of increasing responsibility and a bachelor’s degree. The equivalent years of work experience may substitute for a bachelor’s degree (preferably in the areas of policy, planning, or economics). A postgraduate degree may be substituted for professional experience. Transportation-related experience is desired, preferably at a government, industry, association, or research institution.

Candidates should have excellent written and oral communication skills, research and analysis skills, and the ability to establish work program priorities and carry them out independently. Familiarity with the following areas is desired: transportation policies and programs at state and federal government; performance management, transportation data management, and analytics. Successful candidates should also possess the ability to track program budgets, prepare presentations, and conduct research to prepare reports with minimum supervision. The incumbent must be able to travel approximately 30 days per year.
