    To support WaterAid’s global mission and programs, the Finance Officer, Grants & Revenue (“FO”) provides project-level financial management and oversight across the award-lifecycle, from budget development to financial reporting to project close-out, ensuring that funds entrusted to WaterAid are well accounted for and used in compliance with donor and internal requirements.

    Reporting to the Director of Finance the role serves as the critical link across the Finance team, the Business Development team, which annually raises $30m+ in restricted revenue, and the Programs, Awards & Compliance team, which manages the delivery of those awards granted to WaterAid programs around the world.

    Specific responsibilities include, but are not limited to

    Award lifecycle

      • In collaboration with WaterAid’s Proposal Development Specialist and other teams across the Federation, build budgets for all restricted income opportunities (proposals), assess budgets for financial risk and ensure that the project is fully costed and meets internal cost recovery targets.
      • Review final project budgets, ensure internal sign-off at specific decision-gates.
      • Develop and monitor spending forecasts for all awards in collaboration with WaterAid colleagues and counterparts; identify variances and propose corrective action; review all requests for grant expense reclassifications for approval.
      • In collaboration with Programs, Awards & Compliance team, monitor program activities and financials to track implementation and expenditures, continually review financial risks and proactively address issues potentially affecting project delivery (such as programmatic delays, over or under-spend).
      • Review all financial reports to ensure compliance with donor agreements and reporting requirements, secure required signoffs within agreed upon deadlines; ensure proper close-out of awards per funders’ requirements.

    Restricted income management

      • Prepare and/or review invoices to donors, ensuring internal sign-off; process restricted income payments and record grants receivable.
      • Maintain a consolidated schedule of all grants receivable and develop cash flow projections and single and multi-year restricted income forecasts.
      • Reconcile accounts receivable, prepaids, unearned and payables by award number based on expenses incurred to the GL and submit the invoice to the donor. Record adjusting transaction entries into financial systems.
      • Prepare transfers of restricted income payments to WAi Member offices on a quarterly basis.
      • Perform and direct revenue recognition procedures including invoicing and receivables. 
      • Provide financial reporting to the donor and internal customers. 
      • Prepare revenue related annual audit schedules and support the audit process.

    Skills and experience

    Essential skills and qualifications

      • Bachelor’s Degree and minimum of five (5) years of accounting and/or financial management experience with grants from a wide range of corporate, institutional and US government issued grants, contracts, cooperative agreements, and other private funding. 
      • Understanding of US GAAP and how these relate to and interact with donor requirements.
      • Extensive knowledge of grant processes and practices, grants-level reporting, cash flow management, etc. and demonstrated track record of successfully managing restricted funds, grants and contracts and supporting grant management staff to do so.
      • Working knowledge of US government federal regulations such as OMB 2 CFR Part 200, Federal Acquisition Regulations; USAID Acquisition Regulations. 
      • Superb attention to detail, strong analytical skills, and high degree of proficiency in MS Office (especially Excel).
      • Familiarity with SunSystems and/or financial software
      • Project management skills: able to prioritize, manage numerous project deliverables simultaneously and ensure commitments and deadlines are met.
      • Creative approach to problem-solving and a positive, flexible approach to collaborating across teams and functions; strong communication skills and professional manner.
      • Sound judgement and ability to exercise discretion in working with confidential data.
      • Commitment to WaterAid’s values and a working style that reflects these.
      • Prior experience in an international, cross-cultural work environment is essential with willingness to work flexible hours on an as-needed basis to serve the needs of a global organization. 
      • Ability to work onsite, remotely, and/or travel, as needed.
      • Desired skills and qualifications Proficiency in French and/or Spanish.
      • Experience collaborating with finance team for required reporting on Federal Grants for annual Uniform Audit.
      • Previous “field” experience working in a country program/ program delivery context.

    WaterAid America's US workforce is currently 65% remote and 35% hybrid, with a physical office in New York, NY.
