    Job Summary:

    The Director is responsible for the management and oversight of the Boren Awards program at IIE. The Boren Awards offer a unique opportunity for U.S. undergraduate and graduate students interested in languages and regions of the world that are critical to US national security, and who are committed to public service. Boren Scholarship and Fellowship participants take part in long-term overseas programs focusing on intensive language and culture study in countries underrepresented in study abroad. As a representative of IIE, the Director is the primary point of contact for the Boren Awards and engages in and maintains professional relationships with peer DoD points of contact and leadership at partnership institutions domestically and abroad. The Director is responsible for providing oversight, design, and ensuring key programmatic deliverables are met in accordance with contractual obligations. Additionally, the Director ensures all activity under the Boren Awards meets federal compliance requirements, follows DoD established policy and guidelines, and directs programmatic implementation including outreach, application and selection, and advising. The Director directly oversees a team at IIE, leads high-impact and data-driven projects, clearly details sponsor and contractual requirements, and supports team member training opportunities to achieve successful outcomes and professional growth. The Director facilitates and partners across IIE teams to support the spread of uniform best practices in program implementation and delivery, expand the use of institutional knowledge, and lead efforts to effectively utilize these resources to maximize programmatic delivery and efficiencies to meet sponsor expectations and further IIE’s mission.

    Essential Functions:

    • Directs project activity on a day-to-day basis; leads across DoD teams and delegates responsibilities where warranted. Responsible for key contractual deliverables.
    • Supervises team members, including support and training. Provides leadership to keep team members apprised of key communications and directives.
    • Ensures seamless communication as the primary point of contact on a day-to-day basis with peer POCs at the DoD on project status updates, scope management, project and data reporting, and to address sponsor requests, risks, and concerns.
    • Leads efforts to uniformly employ and monitor the implementation of safety and security protocols, data analysis and reporting initiatives, best practices in award management, and partner communication. Address and resolve challenges related to awardees and partner programs.
    • In collaboration with and in support of the Senior Director and Director of DoD Programs, supports new business development, participates in external discussions and negotiations with potential partners and stakeholders, and supports congressional outreach efforts highlighting DoD programming.
    • Supports IIE’s growth by collaborating with colleagues to improve operational efficiencies, adopt best practices, promote innovation, and further IIE’s mission. Recommend data-driven strategies and innovation.
    • Oversees participant payments and works with program budgets and financial deliverables. Coordinates with the Director of DoD Programs and portfolio finance to ensure proper development of project budgets. Conducts budget monitoring according to best financial practices, forecasting, financial and data analysis, and measures key metrics. Work with internal stakeholders, portfolio finance, HR, G&C, and other shared services.
    • Represent the Boren Awards to a variety of stakeholders at events, conferences, and meetings, both internal and external.

    Job Requirements:

    Education and Work Experience:

    • Requires a Bachelor's degree and at least eight years of related work experience, or combination education and experience.

    Required Knowledge, Skills and Abilities:

    • Must have demonstrated experience leading and mentoring teams.
    • Must have strong written and oral communication skills. Must be comfortable interacting with a variety of stakeholders and exercising good judgement with confidential and sensitive information.
    • Must have experience in scholarship management, study abroad, risk management, and a good understanding of US Higher Education trends and challenges.
    • Must be able to represent IIE and the program at external events including meeting with the sponsor and other key stakeholders.

    Preferred Knowledge, Skills and Abilities:

    • 10 years of relevant experience preferred.
    • Must have project management experience and the ability to manage a complex scope of work and contract. Experience working on a USG program, grant, or contract preferred.
    • Experience working with programmatic budgets and financial monitoring required. Experience managing scholarship and/or language and culture programs preferred.

    Salary and Benefits:

    Salary Range: $96,304 - $116,431. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
