    The Harford County Public Library offers a competitive compensation and benefits package. The starting wage, depending on candidate qualifications, is between $28.10 and $34.83. This position is eligible for the following benefits: deferred compensation 457(b) retirement plan, pension plan, medical, dental and vision plans, employee assistance program, voluntary benefits, paid time off and more.

    Position Summary:

    The Learning and Development Coordinator ensures that HCPL is a learning organization by planning, designing, implementing and assessing employee development activities, and training courses aligned with the Library’s Strategic plan and service priorities. Serves as project manager to maintain and continuously improve learning programs; specifically working on ongoing system-wide projects, employee onboarding, continuing education, recertification, and career pathing.

    Essential Duties:

    1. Collaborates with supervisors and staff to determine current and anticipated skills required by staff to achieve the library’s strategic plan and service priorities. Gathers feedback from supervisors on the topics needed for training, and other training opportunities and proposes training plans.
    2. Develops, organizes, and implements a system-wide training plan for library staff. Develops and maintains a system to track learning goals and objectives, Continuing Education Units (CEUs), and trainings.
    3. Designs, creates, and delivers eLearning and in-person training programs.
    4. Facilitates delivery of training and workshops as appropriate. Negotiates with vendors to deliver specialized training and manages contracts.
    5. Develop criteria for evaluation of training effectiveness and measures success of learning activities.
    6. Utilizes survey tools to gather feedback from all levels of staff on potential areas for training and prepares reports with recommendations.
    7. Coordinates the onboarding of new employees; provides an overview for new staff in system-wide policies and procedures. Works with subject matter experts (SMEs) to develop and deliver general staff training related to library processes and procedures as required.
    8. Assist with career path development and planning by identifying relevant competencies and helping employees set career goals and manage career expectations.
    9. Communicates with supervisors to ensure mandatory training (e.g., sexual harassment, PCI compliance, etc.) is completed by staff and maintain training records as required.
    10. Coordinates timely recertification activities for staff as required.
    11. Communicate with staff to ensure awareness of training and development opportunities.
    12. Serves as a library representative at LATI functions and attends Statewide Staff Development meetings.
    13. Exemplifies the desired culture and philosophies of the library.

    Standard Functions:

    1. Serves on committees and participates in workshops, seminars and training as requested.
    2. Represents Library at various outreach activities as needed.
    3. Notifies supervisor with suggested ways to improve the efficiency and effectiveness of personnel and procedures and system-wide goals and objectives.
    4. Maintains good public relations with the community through contact with public officials, community leaders, volunteers, Friends of the Library, appropriate school personnel and the public.
    5. Learns new skills and technologies to retain proficiency in areas of expertise.
    6. Is dependable and punctual.
    7. Maintains a positive, friendly and cooperative attitude and provides consistent customer service.
    8. Upholds all library policies and procedures as defined in Harford County Public Library's Policies and Procedures Manual.
    9. Performs other duties as assigned.

    Minimum Requirements:

    1. Bachelor’s degree from an accredited college or university in Learning and Development, Human Resources, Organizational Development or a related field required.
    2. Minimum of five (5) years of experience to include organizational learning needs assessment, instructional program design, facilitation and evaluation, strategic career pathing and training material development.
    3. Must be willing to obtain a certification within two years of employment.
    4. Working knowledge of MS Office Suite demonstrated competency in LMS design and utilization.
    5. Ability to provide documentation of a valid driver’s license with no more than three (3) points.
    6. Ability to obtain and maintain a favorable criminal background report.
    7. Able to work day, evening, and weekend hours.

    Knowledge, Skills, and Abilities:

    1. Knowledge of the principles and practices of effective employee development.
    2. Knowledge of instructional design and adult learning theory.
    3. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
    4. High Proficiency in Microsoft Office, Adobe, survey tools, presentation and video editing software, researching, compiling, and summarizing a variety of informational and statistical data and materials.
    5. Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things.
    6. Designing and developing instructor-led training programs.
    7. Utilizing effective critical thinking and creative problem-solving skills.
    8. Adapting to changing priorities and needs on a consistent basis.
    9. Using interpersonal skills to build and maintain strategic relationships with employees at all levels.
    10. Ability to communicate clearly and concisely in both oral and written formats.
    11. Ability to work independently, manage time, establish priorities, and meet deadlines with minimal direction.
    12. Ability to successfully manage projects and utilize project management software.
    13. Ability to work collaboratively with others to achieve objectives.

    Work Environment:

    1. Work requires occasional physical effort in handling light materials, up to 30 pounds, in a non-strenuous work environment. For example, setting up and take-down tables, chairs or other equipment for meetings or events.
    2. The environment includes moderate noise (i.e. an office with conversations, photocopiers, and/or computer printers).
    3. Requires sitting and using of computer and keyboard for extended periods of time.
    4. Observes safe workplace practices with uncluttered workspace, including office equipment, avoidance of trips and falls, proper lifting techniques and following fire regulations.
    5. Ability to travel to branch/outside locations is required.

    Reporting Relationship:

    This position reports to the Senior Director, Human Resources.

    Work Week:

    The work schedule includes day, evening, and weekend hours.
