    Make the Road States (MRstates), a 501(c)(3) organization, is the national home for the second-generation Make the Road family of organizations in Connecticut, New Jersey, Pennsylvania and Nevada. It is a sister organization to Make the Road NY. Our organizations lift up the voices of working-class people, immigrants, women, LGBTQIA people, and people of color. Each Make the Road organization has become a leader in their respective state on issues like immigration, education, and economic justice. Collectively, we represent over 50,000 members and reach thousands more through our actions, services, and policy impact. We work through a shared model and collaborate closely on campaigns, leadership development, fundraising, financial and Human Resources management.

    Our Human Resources Department is a fast-paced department responsible for managing a full umbrella of Human Resources services to the more than 350 employees that are designated across 6 offices in New York State and in 4 other states within the USA. Our commitment is to make employees feel that they are one of our main priorities as they engage in the important mission of the Make the Road family of organizations.

    Current Opening:

    The Associate Director serves as a critical member of the HR team. The Associate Director of Human Resources will provide support to employees and managers while ensuring compliance with all applicable laws, regulations, and operating procedures. This is a hands-on role that will drive and implement culture initiatives and people programs, while always working to improve the employee experience. This position reports to the Director of People and Culture (DoPC) This role will be required to be on-site 2-3 days per week in the New York City office.

    Key Responsibilities but not limited to:

    LABOR AND EMPLOYMENT RELATIONS:

    • Liaison between the Union and the Human Resources Department
    • Responsible for assisting in the administration and training of collective bargaining agreements
    • Provide objective and strategic input and guidance to employees and managers related to general management, employee relationship issues, disciplinary action, and policy interpretation and implementation.
    • In collaboration with DoPC, manage workplace issues to include disciplinary actions in compliance with applicable federal, state and local employment related regulations
    • Responsible for coaching supervisors needing guidance on employees who are in the disciplinary process, including on probation for NY and assisting in the States
    • In collaboration with the DoPC, responsible for creating professional development plans for HR, supervisor’s training and staff and help co- facilitate meetings.In collaboration with the HR manager, develop and implement new employee orientation and onboarding.

    LABOR LAWS COMPLIANCE:

    • Responsible for monitoring labor laws changes in the states and sharing changes with the team
    • Responsible for conducting FLSA testing to determine employee’s classification
    • Recommend policies, procedures, and protocols changes based on labor laws changes; once approved, monitor that those changes are made in the different documents managed by the department and ensure its distribution
    • Review of job ads in collaboration with the HR manager to ensure labor language and laws compliance
    • Responsible for in-house investigations, including but not limited to Title VII complaints and sexual harassment.

    MANAGE PERFORMANCE EVALUATION MODULE ON HRIS:

    • Team up with the DoPC, Department Directors and State Directors to design/modify the platform to better reflect the needs of the organization in staff evaluation
    • Monitor how the module is being utilized across the organization, run the necessary analysis reports and establish the training strategy to guarantee its proper utilization.

    MANAGEMENT OF PROPERTY AND CASUALTY POLICIES:

    • Responsible for managing professional lawyers’ policies, including but not limited to claims and renewals.
    • Conduct or participate in special projects and other HR initiatives as needed to meet overall organization and department’s strategic goals and initiatives. Honesty, trustworthiness and ethical conduct are material requirements for the responsibilities outlined above

    MISC:

    • Supervises the Human Resources Manager, including onboarding/offboarding unit
    • Assist in the day-to-day movement of HR
    • Manage HR operations manual
    • Manage unemployment claims
    • Collaborates with DoPC in preparation for annual salary increases
    • Job Description updates and assist Department Directors with its design

    Requirements:

    • Eligible to work in the U.S
    • Bachelor's degree
    • Required to be fully vaccinated with a FDA approved COVID-19 vaccine
    • Bilingual – Spanish
    • 3 to 5 years of experience within a union employee population
    • A minimum of 7 years of progressively responsible experience in an HR department, with at least 3 years in a supervisory capacity
    • 3 to 5 years of experience implementing and/or managing performance evaluation platform/module in a HRIS
    • Experience in a Non-Profit organization, preferred
    • Proven experience in project management, preferably within Human Resources
    • Knowledge on labor laws related to FMLA, NYPFL; ADA; ACA; DOME; COBRA is a plus
    • Demonstrated commitment to a service and people oriented approach.

    Job Competencies:

    • Competence in handling stressful situations in a timely manner
    • Able to juggle different high level priorities
    • Strong knowledge of Microsoft Office
    • Strong analytical skills with experience analyzing data that drive decision-making.
    • Strong organizational skills with the ability to independently establish plans and successfully execute multiple assignments with conflicting priorities and concurrent deadlines in a dynamic environment.
    • Ability to communicate and work effectively and collaboratively with diverse internal and external stakeholders.

    Salary and Benefits:

    MRStates offers an excellent benefit package including health insurance, 401K, and generous paid vacation, sick, personal days. The salary range for this position is from $90,950 to $105,000.
