    The Opportunity

    As we expand—adding 15 new positions this year—Asian Law Caucus (ALC) is looking for a systems-oriented Human Resources Manager to help shape our employee experience through expert management of benefits programs, compliance initiatives, and training development. In this role, you will lead the design and administration of comprehensive benefits packages, oversee open enrollment, and serve as the key liaison with vendors, ensuring our staff maximize their offerings. With a focus on legal compliance and equity, you’ll develop HR policies that reflect our values, manage audits and reporting, and support union collaboration. Reporting to the Chief Operating Officer, working closely with a fellow HR Manager focused on recruitment and retention, and supervising a shared HR Associate, you’ll have the chance to collaborate on building systems that champion our values and ensure our employees thrive.

    The Organization

    Founded in 1972, the Asian Law Caucus is the nation’s first legal and civil rights organization serving low-income Asian and Pacific Islander communities. We bring together legal services, community empowerment, and policy advocacy to fight for immigrant justice, economic security, and a stronger, multiracial democracy. We are committed to serving the vast diversity of communities of Asian descent, including Arab, Middle Eastern, and Muslim communities. Our fights for justice and equity are deeply informed by and in solidarity with fights for liberation by and for Black, Indigenous, and Latinx communities. Our growing staff works collaboratively across six issue areas. Our work is rooted in the San Francisco Bay Area and California and expands to states across the country, including places where immigrant, Asian, Arab, Middle Eastern, and Pacific Islander communities are rapidly growing.

    Responsibilities

    Day-to-day activities include the following:

    Benefits and payroll

    • Manage a competitive and inclusive benefits program, including researching and recommending vendors, negotiating contracts, and communicating benefits information to employees
    • Maintain benefit files and ensure all employee data is accurate and up to date
    • Serve as the primary contact for plan vendors and third-party administrators
    • Lead the annual open enrollment process, including planning, training, and communication to ensure staff understand and maximize benefits offerings.
    • Provide both affirmative materials explaining and individual guidance on benefits-related questions and concerns from staff.
    • Review, approve, and process monthly benefit invoices.
    • Run biweekly payroll and oversee all monthly, quarterly, and annual payroll and benefits reporting; work closely with Finance to ensure alignment.

    Employee training and development

    • Revise and maintain benefits, risk and compliance, and related sections of the onboarding materials and participate in employee orientation.
    • Develop and implement training programs, ensuring compliance with state, federal and local regulations.
    • Administer and language proficiency tests and conflict checks as needed.

    Risk and compliance

    • Develop, implement, and administer human resources policies and procedures to ensure legal compliance, adherence to the collective bargaining agreement, internal equity and external competitiveness, and alignment with organizational culture and mission.
    • Execute and report out on annual audits and reporting related to HR, benefits, and compliance, including but not limited to form 5500 and related retirement-plan testing, and data requested by Department of Labor and other local, state, and federal agencies.
    • Collaborate with external auditors and/or legal counsel for compliance reviews.
    • With the Chief Operating Officer, work closely with the union representative to effectively administer procedures outlined in the collective bargaining agreement.
    • Maintain all employee files, information, and data in a manner consistent with legal regulations and industry best practices.
    • Consult with outside counsel as needed.
    • Track and maintain all employee certificates and licenses.

    Collaboration with HR Manager - Talent, People & Culture, other duties

    • Work collaboratively with the HR Manager overseeing employee recruitment and retention to ensure seamless HR operations.
    • Support cross-functional initiatives that align benefits, culture, and employee engagement with overall organizational goals.
    • Assist in promoting employee awareness of engagement opportunities.
    • Gather and analyze internal data and HR trends and metrics for organizational projects as needed.
    • Other duties as assigned.

    Supervision

    • Supervise Human Resources Associate; guide and train them to effectively perform their job responsibilities and meet department objectives; provide feedback, coaching and training; and monitor their performance.

    Desired Qualifications

    • Minimum 5 years of experience in human resources, with a focus on system building, benefits administration, and risk mitigation.
    • Minimum 1 year of supervision experience
    • Experience working in the nonprofit sector strongly preferred.
    • Strong understanding of DEI principles and their application in HR strategies.
    • Proven ability to lead training and development programs.
    • Excellent communication, interpersonal, and leadership skills.
    • Passion for and commitment to supporting, nurturing, and guiding highly-motivated, mission-driven staff.
