Clinical Director - CSEC Population

Job Title: Clinical Director

Position Overview:

A Village For One (AV41) is a 501(c)3 nonprofit organization with the mission to serve youth and young adults who are currently or have been identified as Commercially Sexual Exploited Children (CSEC). For the last 13 years, AV41 has been serving the vulnerable CSEC population in the state of Oregon by providing community-based mental health services, case management and therapeutic residential care, in which they can experience support, growth, and empowerment.

The Clinical Director provides leadership and oversight for the organization’s clinical and programmatic functions. This role involves direct supervision of clinical staff and interns, consultation to ensure the delivery of high-quality services, and strategic oversight of program operations. The Clinical Director collaborates closely with staff, ensures regulatory compliance, and supports the organization’s mission through clinical expertise and effective leadership. The Clinical Director reports directly to the Executive Director.

Key Responsibilities:

Clinical Oversight and Consultation:

• Provide clinical supervision and consultation to clinicians, case managers and graduate level interns.
• Review and approve clinical documentation, including notes and treatment plans, to maintain accuracy and compliance with standards.
• Lead and participate in clinical meetings to address client needs and program updates.
• Serve as a resource for clinical problem-solving, intervention strategies, and staff development.
• Supervise graduate-level interns, providing guidance, feedback, and professional development opportunities.

Staff Leadership and Development:

• Manage hiring processes, including interviews, final decisions for clinical staff, as well as assist with onboarding as needed.
• Provide oversight for staff performance, including conducting evaluations, approving absence requests, and handling disciplinary actions or terminations.
• Ensure staff compliance with required training and certifications.
• Promote ongoing professional development of clinical staff by identifying and assigning internal and external training and tracking completion.

Administrative Responsibilities:

• Review and manage outpatient program budgets, including maintaining knowledge of various grants and funding sources and ensuring compliance with regulations.
• Oversee fee-for-service billing to ensure compliance with medicaid rules and regulations.
• Particulate in organizational-level Performance and Quality Improvement (PQI) efforts, including quarterly meetings and internal audits.
• Document and maintain records of training hours, certifications, and other compliance requirements.

THP Case Load (For 1.0 FTE Option Only)

AV41’s Therapeutic Housing Program (THP) (or Anisa’s Place) is the therapeutic home and Behavioral Rehabilitation Program for 6 female and female identifying CSEC youth under DHS custody. For the full-time (1.0 FTE) option of the Clinical Director position, the individual will also serve as the therapist for all THP residents (caseload 3-6 youth at any given time) with the following duties:

• Provide assessments, individual and/or family therapy.
• Work closely with the THP Program Director and Case Manager in developing and updating treatment plans and other therapeutic interventions.
• Provide consultation with DHS child welfare and other community partners and be present as a positive and compassionate therapeutic support.
• Maintain clinical records for each client and ensure that the clinical records meet all compliance standards.
• On a rotating basis, on average every 5 weeks, serve as on-call, after hours clinical consultation for THP staff.

Qualifications:

• Experience in clinical supervision and program management.
• Strong understanding of regulatory and compliance requirements in clinical settings.
• Excellent leadership, organizational, and communication skills.
• Ability to manage multiple priorities and foster a collaborative team environment.

Requirements:

• Master’s degree in Social Work, Counseling, Psychology, or a related field;
• Active Oregon licensure required (e.g., LCSW, LPC, LMFT).
• Minimum of 2-3 years of experience working with at-risk youth, especially those impacted by trauma, exploitation, or trafficking.
• Strong understanding of trauma-informed care, mental health challenges, and the impact of sexual exploitation.
• Experience developing and implementing service plans and skills training.
• Excellent communication and interpersonal skills, with the ability to build trust and rapport with youth and staff.
• Ability to work collaboratively with a multidisciplinary team and offer constructive mentorship and support to peers.
• Flexibility, adaptability, and emotional resilience in response to the needs of the youth.
• Proficiency in documentation and adherence to agency policies, procedures, and confidentiality requirements.

Additional Requirements:

• Valid driver’s license and reliable transportation.
• Ability to pass a background check and complete mandatory training.
• Flexibility to work occasional evenings or weekends as needed.
• Ability to become certified in a hands-on restraint system utilized for de-escalation and safety purposes.

Work Schedule:

1. 5 FTE Option:

• Monday - Friday, 20 hours / week with hours variable to meet program needs

1. 0 FTE Option:

• Monday - Friday, 9am - 5pm, 40 hours / week with scheduled on-call duties.
