About Pennsylvania Voice: Established in 2010, Pennsylvania Voice is the 501(c)3 table for more than 55 state and local-based organizations, working year-round to create a more accessible, inclusive, and representative democracy by amplifying the voices, leadership, and expertise of communities that have historically experienced deliberate barriers to civic participation. Our partnership is grounded in the belief that a fair and just society will be achieved through collective power; that democracy requires full participation and equitable representation; and that the pathway to power in the Commonwealth of Pennsylvania must include Black, Indigenous, Latinx, and AAPI communities.

A team of experienced organizers and strategists staff Pennsylvania Voice. We coordinate, support, convene, and co-create with a diverse community of statewide and local leaders, each representing distinct organizations, around three program areas:

• Civic Engagement: Year-round integrated voter engagement campaigns that increase voting, voter registration, and participation in civic life among all Pennsylvanians and specifically Black, Indigenous, and communities of color.
• Voting Rights and Access: Modernizing elections to make voting more convenient and fully accessible to all.
• Reflective Democracy: Investment in community leadership and governance that is accountable to community interests and needs.

Position Summary: Pennsylvania Voice seeks a dedicated and diligent Human Resources (HR) Director for an integral new position on the infrastructure team. The HR Director will play a pivotal role in strengthening Pennsylvania Voice by managing HR operations, developing and implementing strategic initiatives, and ensuring alignment with organizational goals. Reporting to the Senior Director of Finance and Operations, this individual will oversee HR policies, employee engagement, benefits administration, and professional development programs. This is a dynamic and autonomous role requiring a strong understanding of HR systems, leadership development, and organizational culture.

Central Responsibilities of the HR Director:

Human Resources Management:

• Develop a comprehensive understanding of Pennsylvania Voice’s mission, structure, and culture to provide effective HR support.
• Lead recruitment efforts, including job postings, candidate sourcing, interview coordination, and selection processes.
• Oversee onboarding and offboarding processes to ensure smooth transitions for staff and consultants.
• Administer employee benefits, including enrollments, renewals, compliance, and monthly audits to ensure accuracy.
• Maintain up-to-date personnel files and ensure compliance with organizational policies.
• Propose and implement systems to streamline HR operations and enhance efficiency.

Policy and Compliance:

• Update the employee handbook, HR policies, and procedures as needed.
• Communicate HR updates, policy changes, and annual reminders to staff.
• Stay in communication with the union shop steward and the union contact.
• Ensure that any union-applicable jobs are approved by the union before posting.

Employee Engagement and Professional Development:

• Design and deliver professional development and leadership training for staff and partner organizations.
• Identify, develop, and implement strategies to increase employee engagement, foster a positive work environment, and retain staff.
• Plan and facilitate staff retreats and employee engagement events.
• Identify and promote professional development opportunities tailored to staff needs.

Performance Management:

• Manage the annual performance management process from start to finish, including project management and timeline, performance management system, and supporting employees and supervisors throughout.
• Be the resident expert on Pennsylvania Voice’s performance management process and system, and ensure all staff have the training, tools, and understanding required to participate fully in the process.
• Support supervisors in conducting performance reviews and managing HR documentation.

Strategic Leadership:

• Act as the strategic project manager for the organization's HR initiatives, ensuring alignment with Pennsylvania Voice’s strategic goals.
• Act as a trusted advisor to the Senior Finance Manager, Operations Manager, and leadership team on HR matters.
• Plan and facilitate weekly all-staff team meetings; work with the Operations Manager to ensure agenda items align with the organization’s needs.
• Champion Pennsylvania Voice’s commitment to diversity, equity, and inclusion in all HR practices.

Qualifications: We are seeking candidates who excel in HR systems and operations, building strong relationships, are results-oriented, excellent problem solvers, and strong project managers. Specifically, the ideal candidate will bring:

• 5-7 years of relevant HR experience, preferably within nonprofit, philanthropic, or civic settings.
• 3+ years of supervisory experience.
• Experience devising, executing, and implementing professional development and training programs from start to finish, tailored to diverse audiences.
• Strong skills in Microsoft Office, particularly Excel, with an aptitude for learning new software and related technical skills.
• Demonstrated experience with managing concurrent projects and consistently meeting their deadlines, while also knowing when and how to seek support as needed.
• Proven ability to conceptualize, implement, and manage systems.
• Ability to work independently, as a leader, and as part of a team.
• Ability to work well under pressure, while maintaining a high level of detail orientation.
• Demonstrated commitment to racial and gender equity.

Compensation and Benefits: Salary range is $100,000-$120,000, dependent on experience. Pennsylvania Voice offers excellent benefits, including full medical and dental coverage, 401(k) retirement plan, and paid holidays and vacation days.

Location: Candidates must live in or be willing to relocate to Pennsylvania by the start date. While Pennsylvania Voice employees largely work from home, regular in-person engagement with staff and partners across Pennsylvania is required on a regular (at least monthly) basis. Additionally, Pennsylvania Voice holds regular mandatory, in-person events each year. These events are generally held in our office located in Philadelphia, PA, but may be held elsewhere. For travel that falls outside of an employee’s office location, Pennsylvania Voice will cover associated travel costs.

Union: Pennsylvania Voice is a unionized workplace, in a collective bargaining agreement with OPEIU. This position is classified as a non-union role and is not covered under the collective bargaining agreement.
