    SUMMARY DESCRIPTION

    The Program and Financial Compliance Officer, Vietnam Programs (PFCO) will work as part of the International Grants and Contracts Department at the Campaign for Tobacco-Free Kids (CTFK,) Tobacco-Free Kids Action Fund (TFKAF), and Global Health Advocacy Incubator (GHAI, an initiative of CTFK), hereinafter collectively referred to as CTFK. The PFCO will provide programmatic and financial compliance expertise and assistance in managing a robust portfolio of sub-grants to non-governmental organizations (NGO), civil society groups, and government agencies in Vietnam in support of our public health programs. CTFK and GHAI provides strategic support to advocates and organizations working in Vietnam to enact and implement laws that save lives and is a leading policy advocacy voice on a range of issues including: tobacco control; drowning prevention; food and nutrition policy; road safety; civil registration & vital statistics; preventing epidemics; among others.

    The PFCO will assist in managing a portfolio of sub-grants, including: sub-grant reviews and negotiations, evaluating applicants’ policy advocacy capacity, financial capacity, analyzing financial reports, assessing programmatic progress, and monitoring financial practices and expenditures to ensure compliance with CTFK’s financial policies and guidelines. The PFCO will support headquarters and Vietnam staff to track, document and maintain compliance with our Vietnam Workplans and regulatory requirements of our license for registration in Vietnam. The PFCO will work within the International Grants and Contracts Department but also closely collaborate with CTFK/GHAI Programs and Country Teams to ensure alignment of resources for Vietnam and other global resources with CTFK/GHAI Program objectives, policy priorities and country context.

    This position requires ability and dedication to work in partnership between global programs and financial teams and a commitment to equitable and participatory international grant-making practices. Successful candidates will possess attention to detail, solid writing skills, excellent communication skills, and the ability to prioritize work in a fast-paced, international advocacy environment while demonstrating understanding and respect for local context and operating environments. This position is based in Washington, DC, and reports to the Senior Program and Financial Compliance Officer, International Grants and Contracts Department.

    WHAT YOU'LL ACCOMPLISH:

    • Carefully review, analyze, monitor, and evaluate progress of Vietnam sub-grant proposals, work plans, budgets, and reports.
    • Provide ongoing sub-grant monitoring and programmatic/financial support to CTFK/GHAI sub-grantees to ensure consistent progress, grant processing, and reporting.
    • Coordinate the grants negotiation and submission process and serve as the point person for new and renewal grants, in addition to sub-grant extensions.
    • Provide accurate, timely grants summary and analysis reports, responses to inquiries, and grant histories according to reporting schedules and upon request.
    • Through close collaboration and consultation with the CTFK/GHAI Director(s), Program Directors, Vietnam Country Director, and Technical Advisors, monitor and assist local partners in Vietnam to achieve their project goals through appropriate program management.
    • Conduct local partners’ site visits (and additional virtual, on-line visits) to provide programmatic and financial compliance support.
    • Assure compliance with organizational, U.S. and national regulations and requirements.
    • Perform other duties as requested.

    SKILLS YOU'LL BRING TO THE ROLE:

    • Bachelor’s degree in public health, public policy, international development, or related degree with international focus preferred.
    • Three (3) years related experience working in an international grant-making, public health, or international development organization focusing on public health, health advocacy or policy advocacy campaigns.
    • Knowledge and/or experience of working with government ministries, civil societies and NGOs in Vietnam.
    • Ability and sensitivity to work with diverse cultures and communities.
    • Attention to detail required working with budgets and financial reporting.
    • Experience working with international sub-grant programs.
    • Proficiency in Vietnamese is preferred.
    • Excellent oral and written communication skills.
    • Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Microsoft 365, Excel, PowerPoint, and Outlook.
    • Experience in grants management database system is preferred.
    • Ability to adapt to changing priorities while coordinating multiple projects and deadlines.
    • Demonstrated attention to detail.
    • Ability to operate independently with moderate supervision.
    • Ability to travel internationally (up to 20%.)
    • Must be authorized to work in the US; CTFK does not sponsor a work visa
