    Job Title: Partner Liaison

    Reports to: Director of Strategic Partnerships

    Office Location: Renton, WA

    Worksite Designation: Hybrid

    Live in the Puget Sound Region of the State of Washington with a reasonable commute to Renton, WA. Approximately 50%—75% of the work is telework, and 50%—25% is in-person at our office, off-site, or partner locations. Must come into the office on an as-needed basis.

    Organizational Overview:

    The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State.The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.

    Position Overview:

    The Partner Liaison position is responsible for the coordination and implementation of a variety of Training Fund programs and services in regions, as assigned. Work is performed under the general supervision of the Director serving on the Leadership Team to act on progressing organizational programmatic goals, providing multidirectional communication among labor management program partners, stakeholders, and Training Fund teams. This position develops a keen knowledge of Training Fund programs, benefits, and services while facilitating project tasks and outreach in relation to region programmatic efforts. The Partner Liaison works to build and maintain lasting, productive relationships with the union, employers, colleges, community partners, and members. Candidates will be evaluated on the full range of their lived and learned experience, professional background, volunteer experience, and direct and transferable skills.

    Essential Job Functions:

    Staff must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:

    • Acts as primary liaison and point of contact for assigned health system employers, related union organizers, college partners, and other stakeholders
    • Develops detailed understanding of partnerships and partner needs, accurately communicating partner needs to the Training Fund and advocating for Training Fund programs/initiatives at partner location(s) (e.g., HEET, Apprenticeship and Education programs, etc.); develops other site-based relationships (e.g., delegates, managers, team leads, and others within departments) while seeking out opportunities for program expansion
    • Completes frequent travel to multiple locations for program outreach and activity; travels to and attends stakeholder and program meetings (in-person and virtually) on an as-needed basis and during non-traditional hours (early mornings, later evenings, and occasional weekends); attends and facilitates partner meetings including labor/management committee meetings, HEET committee meetings, huddles, NEOs, and other partner meetings organized by the employer to support strategic initiatives and maximize member utilization for assigned partners
    • Develops and maintains strong collaborative relationships with network of geographical area union leaders, employers, local community colleges and universities, and other program partners to foster a highly collaborative model where direct positive connections are established with key partners and stakeholders
    • Actively participates in assigned labor management projects (e.g. Education Programs, HEET, ACET, etc.) including conducting outreach and recruitment, attending ongoing and quarterly college and LM meetings, compiling and presenting project and quarterly reporting, and other related duties
    • Holds weekly to bi-weekly check-ins with employer representative(s) to gauge member needs, employer needs, and to monitor progress as well as report-out on identified outcomes, etc.
    • Presents to and debriefs Training Fund teams; maintains an ability to speak directly to the needs of members, employers, labor and regional workforce development; collects and reviews data for reports, and presents requested data
    • Actively monitors Training Fund utilization and works with Training Fund staff to optimize services such as tutoring, academic support materials, professional development, workshops, program participation needs and laptop lending.
    • Develops and maintains working knowledge of Training Fund benefits, programs, and operations. operates in close collaboration with internal and external contacts to deliver positive organizational outcomes, reaching organizational goals
    • Acts as an organizational representative at assigned regions/sites, setting a strong example of professionalism, work ethic, and commitment to organizational goals and ethics; provides back-up coverage for other team members as needed
    • Leads strategic outreach and recruitment for all labor management programs and organizational priority projects
    • In collaboration with Implementation Specialist and Program Administrators guides Training Fund regional education navigator team around program outreach
    • Under guidance of Training Fund communications team and as directed by supervisor, facilitates cross-organizational communications and program outreach
    • Coordinates with Training Fund staff assigned to other programmatic areas to deliver and expand programs and services targeted for regional members
    • Strategizes and recruits for labor/management and other Training Fund priority programs
    • Conducts research into geographic labor market data and identifies workforce needs
    • Completes other duties and performs other tasks as assigned, required, or directed by supervisor and Leadership Team
    • Performs other tasks and responsibilities as assigned.

    Required Skills/Abilities:

    • Minimum of five (5) years experience in adult education/training, outreach or workforce development
    • Strong interpersonal and communication skills, verbal and written
    • Ability to navigate well in labor/management settings and build and sustain partnerships with external stakeholders
    • Flexibility regarding hours: some weekend and/or early/late hours will occasionally be required
    • Proficiency with use of technology and systems to regularly communicate, document, and track information. Intermediate to advanced proficiency in database systems and Microsoft Office Suite; advanced typing skills
    • Ability to connect with and motivate partners and participants to engage in education and training programs
    • Experience working with diverse populations and addressing unique needs
    • Knowledge and experience supporting working adults enrolled in higher education, outreach, career counseling and/or case management practices
    • Proven record of working collaboratively to meet performance goals
    • Experience managing with documenting practices within systems
    • Exhibits keen attention to detail and possesses the ability to comprehend and retain important information
    • Ability to be a self-starter and independently exercise a high level of judgment while valuing continuous learning, and being receptive to feedback
    • Excellent time management, accountability, organizational skills, and record keeping skills
    • Ability to follow privacy policies (like the Health Insurance portability and Accountability Act (HIPAA), the Family Educational Rights and Privacy Act (FERPA) etc.) and respect for confidential information
    • Valid Washington State Driver License and access to a reliable insured vehicle; ability to travel as needed
    • Successful completion of background check is required

    Desired Skills and Experience:

    • Knowledge and experience with healthcare training programs throughout the Washington State college system, including familiarity with prerequisite courses
    • Experience in a union or labor management environment or an understanding of unions and ability to work in a labor/management environment
    • Knowledge of college placement, advising, registration and enrollment processes
    • Experience with current organizational software: Salesforce, Teams, Monday.com, Zoom, Acuity, etc.
    • Bilingual or multilingual skills preferred

    Required Items:

    • Needs to live in or move to the State of Washington, Oregon, or Idaho.

    Educational Requirements:

    • Bachelor’s degree or equivalent lived experience related to job skills and duties.

    Physical Requirements:

    • Prolonged periods of sitting at a desk and working on a computer
    • Must be able to lift 15 pounds at times
    • Must be able to access and navigate the TF’s facilities, partner organizations, and classroom locations

    Work Environment: Hybrid

    This position provides services primarily in Washington State remotely and in person. Training Fund educational operations include limited program work in Oregon and Alaska. The position requires you to have a space to telework from for remote work. This position will require travel on an as-needed basis and during some non-traditional hours (early mornings, later evenings, and occasional weekends) to meet with participants and attend meetings at locations such as hospitals, schools, public places (community buildings, event venues, etc.), and partner organization sites. Note: COVID restrictions may require a higher level of remote work.

    Compensation:

    • Compensation Range: $68,758-$83,851, dependent on education and experience
    • Above average retirement package
    • 1 FTE, Exempt position
