    This position will support DVRPC’s Office of Sustainable Energy in designing and managing existing and new programs that assist local governments, institutions, and partners in the region with reducing utility costs and improving air quality. Existing programs include the Regional Streetlight Procurement Program, the Sustainable Energy Partnership, and the Regional Benchmarking Program. The Office is developing additional models to support residential programs and local government operations, including evaluating the feasibility of establishing a Regional Energy Center that supports local energy priorities in southeast PA. This position will also advance existing planning efforts, such as the MSA-wide Climate Action Plan under EPA’s Climate Pollution Reduction Grant Program.

    This is a grant-funded position with funds that are active through the end of the calendar year 2027.

    Candidates should demonstrate knowledge and experience with local and regional energy programs. The work will include data collection and analysis, policy research, coordination with partners, development of communication strategies and messaging, assistance with public participation, outreach, and engagement activities, and relationship building with traditional and non-traditional stakeholders.

    Work is to be performed in accordance with broadly defined objectives and professional standards under technical supervision of the Manager of the Office of Sustainable Energy, who in turn reports to the Director of Community Planning.

    DVRPC offers a flexible hybrid work environment with the opportunity to work up to two to three days remotely.

    Responsibilities

    • Conduct research on best practices in designing and implementing programs that support access to affordable, efficient, and healthy energy through literature review, data collection from prospective program participants and industries, and interviews with internal and external Subject Matter Experts (SMEs) and partners.
    • Work with consultants, stakeholders, and SMEs to develop programs to implement aligned energy programs for buildings, facilities, and the electric grid.
    • Develop outreach materials, program evaluations, reports, website updates, and presentations.
    • Assist with drafting solicitations and contracts, working closely with DVRPC procurement staff, related consultants, and legal advisors.
    • Assist with managing solicitation review processes, evaluation committees, and hired consultants.
    • Host and/or facilitate program-related meetings including program kickoffs, webinars, and steering and stakeholder committee meetings.
    • Analyze and present programs’ impacts, successes, challenges, and lessons learned.
    • Represent DVRPC at outside meetings and events.
    • Perform related work as required.

    Qualifications

    • Knowledge of the principles, practices, and objectives of local government and regional planning.
    • Experience in energy regulatory environment, energy management, and sustainability
    • Experience with program development and management preferred.
    • Experience with building relationships with and managing groups of stakeholders throughout a decision-making process.
    • Strong quantitative skills with an ability to analyze and interpret data.
    • Excellent writing skills with an ability to prepare reports that are clear, concise, and technically sound.
    • Willingness to make oral presentations to diverse partners.
    • Expertise with Microsoft Excel, Word, PowerPoint, and Google Suite.
    • Ability and willingness to take supervisory direction.

    Minimum Experience & Training

    To be classified as an RA II, a minimum of three years of related professional experience and such training as may have been gained through graduation from a four-year college/university, with major course work in planning or related discipline that is applicable to local government or regional planning. A Master's Degree or a full year of internship or cooperative education can be substituted for one year of experience.
