International Detention Coalition (IDC) is a unique global network of civil society organisations and individuals in more than 75 countries that coordinates members and partners on advocacy, research, coalition and capacity building, to end immigration detention and advance rights-based alternatives to detention (ATD).

About the Pathways to Protection (P2P) Programme The Pathways to Protection (P2P) Consortium, led by the Danish Refugee Council (DRC) in collaboration with the Danish Red Cross (Danish RC) and the International Detention Coalition (IDC), seeks to strengthen protection services and policy frameworks for migrants along the Mediterranean migration routes. This five-year initiative, funded by the DANIDA, focuses on delivering rights-based services, building local capacity, and promoting sustainable migration pathways.

Role Purpose

The P2P Project Coordinator will be responsible for coordinating IDC’s contributions to the P2P programme across the MENA region, Africa, Europe and our global advocacy engagement. This role focuses on programme management, monitoring and evaluation (MEL), relationship building and policy advocacy, and will serve as a key IDC representative to the P2P Consortium Management Unit based in Tunis. The Project Coordinator will ensure IDC’s expertise in migrant protection, safe migration pathways, and ATD effectively contributes to the programme.

Role Summary

The P2P Project Coordinator will lead and coordinate IDC’s contributions to the Pathways to Protection (P2P) Consortium, ensuring effective implementation of IDC’s work across its MENA, Africa and Europe programmes and in alignment with IDC’s global advocacy strategy and consortium objectives. As IDC’s key operational representative in the consortium, the Project Coordinator will focus on programme management, ensuring timely delivery of activities, effective collaboration across regional and global teams, collaboration with the Consortium Management Unit and other consortium partners and adherence to donor requirements. A core aspect of the role will be overseeing Monitoring, Evaluation, and Learning (MEL) processes, tracking progress against key indicators, and supporting reporting and knowledge-sharing efforts. In addition, the Project Coordinator will play a key role in advancing advocacy priorities within the programme, alongside IDC’s Executive Director and key Regional Managers, ensuring that evidence and learning from the project inform national, regional, and global policy discussions on migrant protection, safe pathways and ATD. The role requires strong programme management, MEL, and stakeholder coordination skills, along with excellent relationship building and experience in targeted policy advocacy to effectively bridge implementation and strategic engagement in support of sustainable migration pathways.

Role Responsibilities

Programme Coordination & Implementation

• In collaboration with IDC’s Executive Director, IDC’s Operations and Development Manager, key Regional Managers and other personnel, lead and coordinate IDC’s contributions to the Pathways to Protection (P2P) Consortium, ensuring alignment across IDC’s MENA, Africa, Europe and Global programmes.
• Serve as a primary IDC representative in the consortium’s operational structures, facilitating coordination with Consortium partners, donors, and relevant stakeholders in the Consortium Management Unit located in Tunis and beyond.
• Oversee the timely delivery of IDC’s project activities, ensuring compliance and effective implementation in accordance with work plans and donor requirements.
• Support regional and global teams in integrating IDC’s expertise on targeted advocacy for rights-based migration governance within the programme.
• Ensure that P2P project developments and learnings are fully communicated to IDC’s Executive Director, regional managers and relevant personnel.
• Facilitate internal collaboration across IDC teams, ensuring knowledge-sharing and synergy between programme activities and advocacy efforts.

Monitoring, Evaluation, and Learning (MEL)

• Lead MEL efforts related to IDC’s P2P programme contributions as part of the consortium, ensuring data collection, impact tracking, and evidence-based reporting, and ensure these align with IDC’s overarching MEL activities.
• In collaboration with IDC’s Operations and Development Manager, develop and manage IDC’s MEL frameworks to assess progress against key P2P and organisational indicators.
• Synthesise and communicate learnings from the programme to inform strategy, improve implementation, and contribute to policy discussions.
• Support donor reporting and contribute to knowledge products that showcase programme results and best practices.

Advocacy & Stakeholder Engagement

• Ensure that insights from the programme implementation and initiatives inform P2P and IDC’s advocacy efforts at national, regional, and global levels.
• Strengthen relationships and engage with relevant government authorities, UN agencies, and civil society partners when required to strengthen collaboration on migrant protection, safe pathways, and ATD in close collaboration with IDC Executive Director, relevant Regional Managers and personnel and with the Consortium Management Unit.
• Represent IDC in relevant consortium meetings, policy dialogues, and external forums to advocate for rights-based migration pathways and ATD.
• Work with IDC’s regional and global teams and with Consortium partners to identify and pursue opportunities for policy influence within the framework of the programme.
• Develop and contribute to policy briefs, reports, and strategic recommendations.

Partnerships & Resource Mobilisation

• Cultivate and maintain relationships with key consortium partners in the Consortium Management Unit and beyond, donors, relevant authorities and other stakeholders to enhance collaboration and sustainability.
• Identify opportunities for future funding and programme development in alignment with IDC’s strategic priorities and in coordination with relevant IDC personnel and others as required.
• Work with IDC and P2P communications and development personnel to ensure project developments and outcomes are duly communicated, and support relevant fundraising and development initiatives.

Qualifications

Essential:

• At least 4 years of programme management experience in multi-country or regional programmes, preferably in the areas of migration, human rights, or protection.
• Demonstrated experience in designing and implementing monitoring, evaluation, and learning (MEL) frameworks, tracking programme impact, and producing evidence-based reports.
• Experience in advocacy and stakeholder engagement with government authorities, civil society, and international organisations to influence migration or human rights policies.
• Experience with consortium coordination and working within or managing partnerships with multiple stakeholders, including INGOs, local organisations, and donors.
• Strong knowledge of migration, including migrant protection, safe pathways, and ATD and commitment to the rights of migrants and refugees.
• Experience with project finance and reporting, including overseeing budgets, donor reporting, and ensuring compliance with grant requirements.
• Strong knowledge of migration trends, challenges, and policy frameworks in at least one of the target regions (MENA, Africa, Europe).
• Excellent communication skills and ability to synthesise complex insights into clear reports, presentations, and advocacy messages.
• Strong English language skills, verbal and written.
• Excellent organisational skills including the ability to work autonomously, to manage competing deadlines, prioritise workload appropriately and work in a flexible manner.
• Demonstrable IT skills.

Desirable:

• Experience with institutional donor-funded projects and with fundraising.
• Familiarity with MEL tools and approaches used in the migration or humanitarian sectors.
• Proficiency in French or Arabic to support engagement in regional contexts.
• Experience working in relevant policy forums (e.g., UN Migration Network, GCM and GCR processes, regional migration dialogues).
