National Harm Reduction Coalition (NHRC) is a national advocacy and capacity-building organization that promotes health and justice for people and communities affected by drug use. National Harm Reduction Coalition creates spaces for dialogue and action that help heal the harms caused by racialized drug policies. Our efforts advance harm reduction policies, practices, and programs that address the adverse effects of drug use including overdose, HIV, Hepatitis C, and incarceration. We work to uphold every person’s right to health and well-being, and their competence to participate in the public policy dialogue.

This is an 18-month position for a person currently residing in the state of Wyoming. The position end date is June 30, 2026. The anticipated rate per hour and total amount of hours designated for this project is $125.00 per hour for up to 360 hours for 18 months.
Black, Indigenous, and People of Color (BIPOC) and LGBTQ, harm reduction practitioners, and people with lived experience of drug use, sex work, and/or HIV/HCV are strongly encouraged to submit proposals.
Project Overview:
NHRC presents a comprehensive 24-month initiative aimed at strengthening capacity-building activities for regional providers, with a specific focus on bolstering Wind River Cares, a Federally Qualified Health Center serving the Northern Arapaho community within the Wind River Reservation. In collaboration with the Wyoming Department of Health, Public Health Division, Communicable Disease Unit, and Community Prevention Unit, NHRC will spearhead a multifaceted approach to fortify harm reduction initiatives and overdose prevention strategies across the region.
NHRC will support the development of a harm reduction services program within the Wind River Reservation, providing education, guidance, technical assistance, and capacity building to Wind River Cares. NHRC will work closely with Wind River Cares to create a comprehensive work plan, encompassing coaching, webinars, and referrals for additional Indigenous/Native American subject matter expertise. NHRC will organize and host a statewide harm reduction summit to be carried out during the life of the project.
All of the proposed projects represent a holistic, collaborative, and evidence-based approach to advancing harm reduction initiatives in Wyoming. Through strategic partnerships, capacity-building efforts, and community engagement, we strive to empower individuals, foster collaboration, and drive positive change across the region, in strict adherence to the detailed scope of work outlined in our proposal.
Overview of Deliverables:
Organize and host a statewide harm reduction summit.
Support the organization and coordinate three Train-the-Trainer sessions across the state in regions to be determined.
Support the organization and logistics for three community engagement sessions in the same areas as the Train-the-Trainer sessions.
Support the community/statewide dissemination of overdose educational materials including information about safer injection practices, overdose prevention, reversing an opioid overdose with naloxone, and use of fentanyl test strips.
Attend weekly check-in meetings with NHRC project lead as well as provide monthly written reports to include, but not be limited to, updates, activities conducted, and relevant implementation and evaluation data.
