Request For Proposal: Wyoming Engagement and Logistics Consultant

Organization Overview:

National Harm Reduction Coalition (NHRC) is a national advocacy and capacity-building organization that promotes health and justice for people and communities affected by drug use. National Harm Reduction Coalition creates spaces for dialogue and action that help heal the harms caused by racialized drug policies. Our efforts advance harm reduction policies, practices, and programs that address the adverse effects of drug use including overdose, HIV, Hepatitis C, and incarceration. We work to uphold every person’s right to health and well-being, and their competence to participate in the public policy dialogue.

Introduction to the Project:

NHRC is in search of a consultant to work in collaboration with the NHRC WY project team to assist by providing local logistical and administrative support in the planning and implementation of key programmatic activities such as:

• Statewide convenings, community engagement and train-the-trainer sessions.
• Outreach, engagement and communication with local service providers and other key community stakeholders.
• Scheduling and tracking technical assistance and training requests.
• Administrative and program coordination duties such as identifying and liaising with local venues, hotels, and other service providers as needed for the purpose of training provision and delivery.
• Regular attendance at project updates and other key meetings as needed.

This is an 18-month position for a person currently residing in the state of Wyoming. The position end date is June 30, 2026. The anticipated rate per hour and total amount of hours designated for this project is $125.00 per hour for up to 360 hours for 18 months.

Black, Indigenous, and People of Color (BIPOC) and LGBTQ, harm reduction practitioners, and people with lived experience of drug use, sex work, and/or HIV/HCV are strongly encouraged to submit proposals.

Project Overview:

NHRC presents a comprehensive 24-month initiative aimed at strengthening capacity-building activities for regional providers, with a specific focus on bolstering Wind River Cares, a Federally Qualified Health Center serving the Northern Arapaho community within the Wind River Reservation. In collaboration with the Wyoming Department of Health, Public Health Division, Communicable Disease Unit, and Community Prevention Unit, NHRC will spearhead a multifaceted approach to fortify harm reduction initiatives and overdose prevention strategies across the region.

NHRC will support the development of a harm reduction services program within the Wind River Reservation, providing education, guidance, technical assistance, and capacity building to Wind River Cares. NHRC will work closely with Wind River Cares to create a comprehensive work plan, encompassing coaching, webinars, and referrals for additional Indigenous/Native American subject matter expertise. NHRC will organize and host a statewide harm reduction summit to be carried out during the life of the project.

All of the proposed projects represent a holistic, collaborative, and evidence-based approach to advancing harm reduction initiatives in Wyoming. Through strategic partnerships, capacity-building efforts, and community engagement, we strive to empower individuals, foster collaboration, and drive positive change across the region, in strict adherence to the detailed scope of work outlined in our proposal.

Overview of Deliverables:

Organize and host a statewide harm reduction summit.

• Organize and coordinate scholarships for summit participants.
• Identify and coordinate with the Summit venue.
• Organize and coordinate lodging, per diem for summit participants.
• Organize and coordinate honoraria for presenters/subject matter experts.

Support the organization and coordinate three Train-the-Trainer sessions across the state in regions to be determined.

• Engage in education and outreach activities in each of the three communities to promote registration and attendance to the Training of the Trainer (TOT).
• Support and coordinate the sourcing and/or printing of training materials.
• Support and coordinate technology and other training logistics.
• Coordinate and lead the registration, confirmation and follow up process.

Support the organization and logistics for three community engagement sessions in the same areas as the Train-the-Trainer sessions.

• Engage in education and outreach activities in each of the three communities to promote registration and attendance at the community engagement sessions.
• Support and coordinate the sourcing and/or printing of materials.
• Support and coordinate technology and other event related logistics.
• Coordinate and lead the registration, confirmation and follow up process.

Support the community/statewide dissemination of overdose educational materials including information about safer injection practices, overdose prevention, reversing an opioid overdose with naloxone, and use of fentanyl test strips.

• Identify organizations and groups to potentially partner with particular emphasis on those working with or led by Latine community members.
• Develop a statewide guide of organizations and groups that could disseminate educational materials on overdose prevention, safer injection practices, use of fentanyl test strips with particular emphasis on those working with or led by Latine community members.

Attend weekly check-in meetings with NHRC project lead as well as provide monthly written reports to include, but not be limited to, updates, activities conducted, and relevant implementation and evaluation data.

After the submission deadline, NHRC will review the received proposals and may request additional information or clarification from shortlisted candidates.

Proposal Submission + Evaluation Criteria

Proposals can be submitted in a variety of ways, including a document, PowerPoint slides, or video submission. Regardless of your proposal submission method, the following information must be included:

Background

• Any connection you have to harm reduction and/or your approach to talking about drugs and drug use, sex work, the Indigenous and LGBTQIA+ community in Wyoming.
• Any experience you have with community organizing, community mobilization, capacity building and technical assistance provision (particularly in rural, frontier indigenous or conservative communities).

Experience

• Please include at least one example of community organizing, community mobilization, capacity building or technical assistance project you have led and delivered.
• How would you approach working with a broad cross section of partners in a rural/frontier/conservative community over the course of the project?
• Based on the information given, how would you go about developing and building out relationships with key and diverse stakeholders and community members across the state?
• How would you promote participation and uplift the voices of groups traditionally marginalized?

• The selected person MUST either be an existing member or, if not, must join the Wyoming Harm Reduction Collective immediately after the hiring selection process. Please indicate if you are a current member or willing to become a member if selected.
