Live in the Puget Sound Region of the State of Washington with a reasonable commute to Renton, WA. Approximately 60% of the work is in-person in various partner locations, 40% is telework from home, and 10% at office. Must go to partner locations or come into the office on an as-needed basis
Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.
Position Overview:
The Behavioral Health Recruitment and Outreach Professional will support the success expansion the Training Fund (TF), Health Care Apprenticeship Consortium (HCAC) and Virtual Healthcare Institute (VHI) programs across Washington State. These programs include multiple healthcare occupation apprenticeship programs, apprenticeship preparatory programs, Introduction to Healthcare Employment & Apprenticeship Programs (IHAP), Nursing Assistant-Certified (NA-C), Medical Assistant, Behavioral Health, Advanced Certification of Environmental Services Technicians (ACET) and other healthcare education and career pathway programing.
The position will support the implementation of the comprehensive strategy for the promotion and expansion of the program for the State of WA and will engage with employer partners, labor, government and state agencies and community-based organizations. In addition to assisting the Director of Strategic Partnerships in furthering partner’s understanding of program required activities and successes, they will work with partners to complete the necessary documents and action steps required to participate and succeed in TF programs. This role will work with various members of the Training Fund team and external stakeholders. This position plays a critical role in the TF’s labor management partnership and must be able to work well with labor and management. Candidates will be evaluated on the full range of their lived and learned experience, professional background, volunteer experience, and direct and transferable skills.
Essential Job Functions:
Incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:
- Support the Strategic Partnerships and TF teams in identifying and cultivating Washington State hiring partners for the purpose of securing agreements to participate in TF sponsored behavioral health education programs;
- Maintains an intricate knowledge of Training Fund benefits and programs and manages the preparedness of partners to offer TF education programs through facilitating their completion of required documentation, providing detailed programmatic information and transferring their support to the Education Program team;
- Role will support network in Black identified communities with connectivity to support assigned responsibilities.
- Supports community outreach and is a TF ambassador to assist in recruitment, implementation and support for behavioral health apprenticeship delivery in a focused community;
- Supports community trends and partners with stakeholders to support patterns, applicant and partner identification and other key partnership opportunities;
- Supports and runs re-occurring check ins, visits sites, engages with Training Agent entities to ensure successful integration with Behavioral Health apprenticeship work with TF stakeholders;
- Involved in implementation of focused Behavioral Health project work to help impact Behavioral Health workforce initiatives to address strategic goals with the Training Fund and Strategic Partnerships and Program team;
- Tracks and document event, creates reports, monitors and supports the creation of appropriate dashboards in the salesforce database;
- Engage with Behavioral Health partners and key stakeholders to ensure effective program delivery that meets their needs;
- Collaborates with colleagues and contractors to improve the salesforce process for tracking partner engagement;
- Actively pursues continuous improvement of documentation, processes and procedures to create an evolving system that is as efficient and effective as possible;
- Engage with strategic partners and key stakeholders to ensure effective program delivery that meets their needs, with a focus on community-specific needs;
- Assists team members in tracking progress such as attendance, and learning success measurables as a partner;
- Reviews partner and program needs to support accessibility improvements for specific community needs with a DEI lens;
- Develop unique strategies to engage communities of focus with employer and participant recruitment efforts;
- Conducts community meetings and delivers public presentations regularly, in a variety of settings, to recruit employers and participants and to generate awareness of all TF/HCAC programs;
- Builds and maintains strong partnerships with Community Based organizations and other partners to support ongoing recruitment of diverse community participants into eligible educational programs;
- Supports the process of employer onboarding for a variety of programs specifically getting all required contracts, MOUs and/or documents completed and signed and ensuring understanding of requirements to deliver sound Behavioral Health programming;
- Partner with Strategic Partnership colleagues to assist with apprenticeship identification, recruitment and onboarding of apprentices for Behavioral Health programing;
- Partner with existing contractors to support apprenticeship identification;
- Support mentor needs as required to ensure apprenticeship delivery is successful through meetings, training, and team meetings;
- Support employer incentive programs to ensure funding is tracked, received in a timely manner;
- Conducts regular review of work and work plans to ensure accountability of all activities are accurate and timely along with reporting of deliverables and obligations in collaboration with the Director of Strategic Partnerships;
- Conducts in-person employer site visits to foster strong connections with employer relations including mentors and apprentices in direct support of assigned programs;
- Supports and collaborates with vendors to support key initiatives. Manages relationship to ensure key performance targets and goals are achieved according to established timeframes
- Acts as an organizational representative in all situations, setting a strong example of professionalism, work completion and quality, and commitment to organizational goals and ethics;
- Provides back-up coverage for other team members, as needed;
- Establishes, manages, and completes work priorities, in a highly organized manner while maintaining flexibility in scheduling and adhering to quality requirements and deadlines; and
- Performs other tasks and responsibilities as assigned.
Required Skills/Abilities:
- 5 years of experience in Community Outreach or Business Development role with active network of employers and partners;
- Demonstrated success in business development and key account management with comfort presenting to Behavioral Health or business professionals about Training Fund Behavioral Health Programs;
- Experience working with multiple stakeholders including government, education, community-based organizations, labor and private sector;
- Ability to work with and advance engagement with labor unions and staff and to collaborate effectively in labor/management settings;
- Experience with target performance metrics;
- Proficient using technology as a management reporting tool;
- Excellent verbal and written communication skills with exceptional attention to detail;
- Strong Zoom and Teams remote working skills, and ability to supervise and coordinate staff, working remote;
- The ability to work with diverse constituencies, maintain diplomacy, and negotiate successfully;
- Ability to travel as required to partner meetings and support in person events;
- High proficiency in Microsoft Office Suite, databases, and student information systems
- Proficiency with or the ability to quickly learn the organization’s software

Work Environment: Hybrid
This position provides services primarily in Washington State, remotely and in person. Training Fund educational operations include limited program work in Oregon and Alaska. The position requires various “in-person” involvement with apprentices, employers, instructors, and community partners at multiple locations; other portions of this role will be split between telework work and the Training Fund office. This position will require travel on an as-needed basis and during some non-traditional hours (early mornings, later evenings, and occasional weekends) to meet with participants and attend meetings at locations such as hospitals, schools, public places (community buildings, event venues, etc.), and partner organization sites. Note: COVID restrictions may require a higher level of remote work.
Compensation:
- Compensation Range: $67,724.80 – $77,525
- Grant Funded through June 2025. Position intended to be extended, subject to funding
