    Job Summary:

    The Rental Assistance & Homelessness Prevention Program Manager is responsible for supporting the execution of United Way’s Home Base Rental Assistance Program through high impact program operations. This position provides direction to staff, partners, and volunteers working to prevent homelessness through a large-scale rental assistance program. The position manages Program Coordinators and Rental Assistance Specialists and is responsible for helping to distribute $50M+ in government funding. This position also works closely with internal and external stakeholders to manage grant compliance activities and ensures efficient and equitable systems for distribution of funds. This position works with the AVP, Partnership Manager, local governments, grantees, and landlords to help build an equitable, effective, and scalable rental assistance program.

    Compensation:

    • The pay range for this job is $76,218 - $80,229.

    Essential Duties:

    • Leads internal program operations that support the implementation and development of United Way’s Home Base Rental Assistance Program.
    • Manages partnership with accounting to ensure efficient, compliant, and timely payments to thousands of vendors.
    • Manages Rental Assistance fiscal process to ensure timely disbursement of rental payments to landlords and tenants.
    • Develops and evaluates strategies to increase racial equity and reduce racial disparities.
    • Cultivates mutually beneficial relationships with internal stakeholders, community-based organizations, government partners, and landlords.
    • Leads implementation of Apricot Database among UWKC staff and partners.
    • Researches, analyzes, and reports program metrics, including but not limited to: program spend, geographic distribution, racial diversity and income of program applicants.
    • Develops analysis to inform policy development, and communications/briefing materials to convey changes to key stakeholders. Provides practical results, packaged in ways that are useful to the intended audience and for the intended purposes, and which ensures credibility of results.
    • Leads clients facing communication and outreach initiatives, leveraging internal and external resources to proactively ensure equitable and accurate communication.
    • Works in conjunction with Rental Assistance and Partnership Manager to keep external stakeholders informed on program guidelines and changes.
    • Manages and ensures timeliness of monthly program grant reporting to funders.
    • Serves as a line of defense for issues related to clients and partner agencies including fraud and complaints. Elevates more complex client issues to Sr. Manager as appropriate.
    • Communicates quickly and effectively in more high-level situations involving tenants and landlords regarding the overall program.
    • Performs other related duties as assigned.

    Knowledge, Skills, and Abilities:

    • Demonstrated understanding of social and racial justice and equity, with a proven commitment to apply racial and economic justice lenses in both personal and workplace contexts.
    • Lived experience and/or demonstrated professional skills working within a diverse work environment.
    • Proven expert knowledge strategies to prevent homelessness.
    • Demonstrated ability to manage complex relationships with a wide range of agency and external employees, ranging from front-line employees to executive-level leaders.
    • Demonstrate strong staff coaching skills and ability to support new managers in their roles.
    • Proven ability to galvanize teams around a shared purpose and measurable objective.
    • Demonstrated ability to manage complex federal grants.
    • Demonstrated ability to develop and implement strategies that reduce racial disparities for families.
    • Proven ability to assign project deliverables and hold teams accountable for the completion of assigned deliverables.
    • Proven ability to “manage up” to both internal and external stakeholders.
    • Proven ability to navigate ambiguity and bring order to chaos.
    • Proven ability to remain collaborative and results-driven in the face of obstacles and adversity.
    • Demonstrated strong verbal and written communication and presentation skills.
    • Demonstrated ability to work in a fast-paced environment with a high level of accuracy and attention to details.
    • Intermediate proficiency with Microsoft Office and ability to quickly adapt to new technology.

    Education and/or Experience:

    Bachelor's degree or equivalent work experience as verified by Human Resources, specializing in Social Work/Human Services, Public Administration, or related field. 5 years’ progressively responsible experience in Human Services, preferred. Experience with program management and evaluation, strategic planning, partnership development, project management, and racial equity work. Demonstrated experience managing government grants and supervising staff required. Grant making experience preferable.
