Street Level Health Project is an Oakland-based non-profit organization dedicated to improving the health and well-being of underserved, urban, immigrant communities in the Bay Area. Street Level is "a safety net of the safety net." It serves as a point of entry to accessing health and other services for those most often overlooked and neglected, namely the uninsured, underinsured, low-wage workers, and the recently arrived.

About the Oakland Workers’ Collective:

The Immigrant Rights and Empowerment (IRE) program houses the Oakland Workers’ Collective (OWC), which works primarily with day laborers and leads our advocacy efforts to effect systems change at the local and state levels. The OWC is a worker-driven collective committed to economic self-sufficiency by using a popular education model to inform workers about their rights, create a safe space for skill building, and support in connecting with employers. Activities include:

• Occupational health and workers' rights training that informs workers about their rights
• Leadership development and grassroots organizing skills that empower workers to be active participants in impacting policies that directly affect the lives of day laborers.
• Provides job referrals to link workers with short-term employment opportunities and advancing safe, just, and dignified economic opportunities.
• Culturally relevant activities that support community building and allyship across race, gender, age, sexuality, and religion.

Role Summary:

The OWC Day Laborer Employment Advocate will collaborate with the IRE Program Manager to connect employers with OWC members; conduct job intakes; as well as outreach to potential employers which can include: door-to-door leafleting, community events, and other strategies to increase job opportunities for workers. The coordinator will also be responsible for supporting the creation and vision of alternatives for day laborers who previously looked for work on street corners to find work in a more safe, dignified, and organized environment.

Job Referral Coordination and Placement:

• Following up with and implementing OWC member manual, agreements manual, and organization agreements to continue building and maintaining relationships with day laborers and all OWC members. This includes implementing placement guidelines to ensure equitable distribution of placements among OWC members.
• Managing OWC Hotline that links day laborers to job referrals. Answering daily job referral calls and email communication with the goal of connecting and negotiating employment for day laborers based on OWC member payscale.
• Support conflict resolution between day laborers and employers to ensure positive placements and repeat clients and support conflict resolution for any other issues that may arise.
• Develop and cultivate employer base and maintain feedback to improve job referral process and maintain client satisfaction.
• Document conflicts, incidents, and member issues as they arise.
• Cultivate an employer base to improve the job referral process and increase client satisfaction.
• In collaboration with the IRE manager, create and develop a marketing plan for the Oakland Workers Collective and analyze effectiveness periodically and tailored to seasonal work fluctuations and target our audience.
• Develop partnerships with local businesses, governmental agencies, educational institutions, and other community-based organizations to further the goals of employment opportunities.

Oakland Workers Collective Program Activities:

• Support program manager and staff to co-facilitate OWC member monthly (will change to weekly once program is staffed up) evening meetings and support program logistics.
• Assist development of new OWC members and conduct new member orientations.
• Support street outreach at gathering stops.
• Assist Program Manager in nurturing leadership development with OWC program by promoting and encouraging civic participation and democratic decision-making practices.
• Attend and participate in training and conferences to build partnerships and allyship.

Administrative Responsibilities:

• Maintain weekly records of job placements and issues on database.
• Keep job referral data sheets updated.
• Support IRE program manager and Executive Director on the preparation of the quarterly reports and any other grant reports as needed.

General Organizational Support:

• Support occasional organizational events and advocacy efforts (such as annual holiday events and other social events).
• Collaborate with other program staff to ensure documentation of referrals between departments.
• Attend weekly staff and program meetings and any other external meetings representing the organization as needed.

Skills and Experience Required:

• This position requires bilingual fluency in Spanish and English, with strong oral and written communication skills.
• Ability to work independently in a dynamic environment that is ever changing, with an ability to complete competing tasks effectively and in a timely manner.
• Proficient in Google Workplace, Microsoft Office, and basic computer skills.
• Must be flexible, adaptable with a team oriented approach and a desire to work collaboratively with team members and other programs.
• Strong communication skills: including facilitation, mediation and conflict resolution.
• Flexibility and willingness to work irregular hours (some evenings, some weekends, depending on the demands of the work)
• A valid California driver’s license with a good driving record.

Skills and Experience Preferred

• Knowledge of current events, resources, and issues affecting day laborers and newly arrived communities.
• Trilingual Mam, Spanish and English is a plus.
• Experience in Microsoft Excel, SPSS, EMR systems and Salesforce is highly desired.
• Experience with data management, analysis and collection.
• Experience advocating and providing services to communities with limited literacy, low-income, and undocumented immigrants and communities.
• Experience with recruitment and outreach in a wide variety of settings: schools, community events, churches/faith communities and health systems.
• Knowledge of Alameda County resources, community organizations, and health systems.
• Knowledge of local county, state and national immigration systems.

Salary and Benefits: This position is full time at a base rate of $25/hr - $27/hr. Street Level Health Project provides full Benefits (medical, dental, vision, vacation, paid one-week spring/summer break, paid 10-day winter break, and sick leave).
