    About the Role

    We are looking for a Proposal & Capture Manager to play a pivotal role in securing government contracts and funding opportunities. This position will be responsible for:

    1. Leading the RFP/proposal process end-to-end, from opportunity identification and qualification through final submission.
    2. Developing capture strategies to position AidKit favorably with state and local government agencies, ensuring we remain ahead of procurement cycles and market shifts.
    3. Ensuring compliance with procurement regulations and crafting winning proposals that highlight AidKit’s ability to deliver high-impact aid programs.

    You will collaborate closely with Account Executives, Partnerships Managers, and the VP of Growth to navigate complex procurement landscapes, track upcoming opportunities, and position AidKit as the preferred technology partner for state and local government agencies.

    This role requires strong attention to detail, knowledge of government procurement processes, exceptional writing skills, and the ability to shape and execute a capture strategy that maximizes AidKit’s success.

    Key Responsibilities

    • Opportunity Identification & Qualification
      • Proactively research, track, and qualify new business opportunities (RFPs, cooperative purchasing agreements, grants) that align with AidKit’s strategic goals.
      • Conduct market and competitor analysis to shape AidKit’s capture strategy and differentiate our offerings.
    • Capture Strategy & Planning
      • Develop and implement capture plans that outline win themes, timelines, budget requirements, and strategic positioning.
      • Collaborate with the Sales, Partnerships, and Product teams to tailor technical and operational solutions that align with government requirements.
    • Proposal Leadership
      • Own the end-to-end proposal writing and submission process, ensuring all RFP requirements are met.
      • Write and edit compelling proposals, bids, and grant applications tailored to state and local government agencies and large-scale nonprofits.
      • Coordinate cross-functional input (legal, finance, product, marketing) to develop complete and compliant proposal packages.
    • Compliance & Risk Management
      • Ensure compliance with state and local procurement regulations, public sector contracting laws, and AidKit’s internal policies.
      • Identify and mitigate potential risks in pricing structures, contract terms, and delivery timelines.
    • Teaming & Relationship Building
      • Work with Account Executives (AEs) and Partnerships Managers to develop strategies for winning contracts.
      • Engage with procurement officers and contracting officials to clarify RFP requirements and respond to inquiries.
      • Build relationships with key stakeholders, such as potential subcontractors or partners, to enhance AidKit’s offerings and expand our reach.
    • Pipeline Management
      • Track and monitor procurement opportunities, including RFPs, cooperative purchasing agreements, and MWBE/GSI contract vehicles.
      • Maintain an organized pipeline of potential contracts, reporting regularly on opportunity status and capture progress.
    • Proposal Resource Development
      • Develop and maintain a library of proposal templates, boilerplate content, and supporting documents to streamline the proposal process.
      • Gather and document lessons learned from each opportunity to continuously improve AidKit’s capture and proposal methods.
    • Project Management & Coordination
      • Manage timelines, deadlines, and submission requirements across multiple concurrent proposals.
      • Work with internal teams (legal, finance, product) to review contract terms, pricing structures, and risk factors before submission.
      • Provide clear communication and status updates to senior leadership, ensuring alignment with broader organizational objectives.

    About You

    These are not firm “qualifications” required—we care more about the skills you exhibit and a growth mindset than checking boxes.

    • 5+ years of experience in proposal writing, capture management, government procurement, or public sector contracting.
    • Strong understanding of government RFP processes, cooperative purchasing agreements, and MWBE/GSI procurement pathways.
    • Exceptional writing and editing skills with the ability to translate complex technical information into clear, persuasive proposals.
    • Demonstrated experience crafting winning bids and leading capture initiatives in collaboration with Sales or Business Development teams.
    • Strong project management skills, with the ability to juggle multiple deadlines and priorities.
    • Proficiency with CRM tools (HubSpot) and proposal/capture management systems (Loopio, RFPIO, GovWin, etc.) is a plus.
    • Familiarity with state and local procurement portals (e.g., SAM.gov, NASPO ValuePoint, state bidding sites).
    • Ability to navigate bureaucratic procurement processes and work with multiple stakeholders (finance, legal, sales, marketing).

    Compensation and Location

    For this full-time position, you can work from anywhere in the United States. The salary range for this role is $110,000 - $130,000 plus commission depending on experience.
