    Shift Schedule: Monday-Friday: 9AM-5PMHours Per Week: 35

    General Responsibilities:

    Working in close collaboration with JASA’s Chief People and Inclusion Officer (CPIO), the Senior Human Resources Director is responsible for the development and administration of HR policies and processes. The successful candidate will directly supervise the Human Resources staff, including the Benefits Administrator, Senior Human Resources Manager and Senior Recruiter. The position is fast-paced and requires significant discretion and flexibility.

    Specific Duties and Responsibilities:

    • In collaboration with the CPIO, develops and implements HR policies and processes, including recruitment, corrective action, performance management, workers' compensation, labor relations, employee benefits, and training and development
    • Monitors, measures, and reports on HR issues/metrics such as staffing budget compliance, employee turnover, program staffing, performance evaluation, lay-offs, etc.
    • Helps to ensure compliance with applicable laws (FLSA, EEO, ADAAA, IRCA, ERISA, FMLA, COBRA, etc.) and JASA policies
    • Manages and directs activities of subordinate staff
    • Ensures the department remains within the confines of the established budget
    • Provides advice and counsel to program managers regarding HR policies and processes
    • Oversees Senior HR Manager in all employee relations issues
    • Provides guidance and approval on any disciplinary processes
    • Assists with collective bargaining contract negotiations, grievance hearings, arbitrations, labor/management meetings, and other meetings
    • Explains policies and procedures to program managers, employees, and applicants
    • Manages Benefits Administration process and administration of benefits plans
    • Oversees ADP implementation after the annual renewal process
    • In partnership with the Training Manager, implements and conducts training activities for JASA management and administrative staff
    • Helps to administer ADP implementation of Performance Evaluation process
    • Coordinates, plans and conducts New Employee Orientation Meetings
    • Supports Sr. Recruiter, to assist department heads and hiring managers in the full range of recruitment processes. This includes verifying budgetary authorization, updating job descriptions, writing and posting advertisements, interviewing candidates (for select positions), and new-hire follow-up
    • Serves as primary liaison with the Payroll team
    • Serves as primary back-up for Senior HR Manager and Senior Recruiter
    • Performs other related tasks as requested or assigned

    Requirements:

    • This position has hybrid work schedule, which requires at least 2 days onsite, including program sites, where necessary
    • Extensive knowledge of all HR disciplines, including but not limited to Recruitment, Employee and Labor Relations, Compensation and Benefits and Employee Engagement
    • Bachelors Degree in Human Resources Management or related field of study and a minimum of 10 years of experience in a similar role, preferably at a multi-site organization; or a Masters Degree with a minimum of 8 years experience in a similar role and multi-site organization preferred
    • A minimum of 7 years of experience in Benefits Administration
    • A minimum of 7 years of experience in Labor Relations
    • Expert knowledge of HRIS systems software/ADP payroll
    • Certification in Human Resources highly desired
    • Knowledge of MS Office and Google Suite necessary
    • Excellent interpersonal skills, including ability to handle confidential information with sensitivity and discretion
    • Solid managerial, time management and supervisory skills
    • Ability to complete assignments efficiently, set priorities, meet deadlines, work on several projects at once, and deal with staff effectively at various locations
    • Well-developed verbal and written communications skills
    • Ability to create presentations well and write reports, memos, etc. clearly and concisely
    • Understanding and appreciation of the roles of race, religion, ethnicity, sexual preference, and individual values as they relate to serving employees and families
