Pact is a non-profit, established in 1991 and located in Emeryville, CA, with the mission of serving adopted children of color throughout the US. In order to best serve children’s needs, we provide not only adoptive placement but lifelong education, support and community for all members of the adoption constellation. Serving the needs of BIPOC-led adoptive/foster families is one of our top priorities. Our goal is for every child to feel wanted, honored and loved, a cherished member of their communities with proud connections to their birth heritage. Pact is recognized as a state and national thought leader for its cutting-edge work at the intersection of adoption and race. Pact’s programs include Pact Family Camp; the Center for Race & Adoption Focused Therapy; the Adoptive Parents of Color Collaborative; a licensed CA adoption agency that models an ethical approach to options counseling and placement; and year-round educational and support services for adult adoptees of color, (pre-) adoptive/foster parents, first/birth parents, and adoption professionals. Pact partners with other local and national organizations to promote an ethical, anti-racist approach to adoption, child welfare, and reproductive justice.
