POSITION OVERVIEW:
The Director of Maternal and Child Health (MCH) Programs is a mission-driven leader who will oversee the Mothers Rising Home Visiting, Lactation, and Labor Support Program at Mamatoto Village. This position plays a pivotal role in program strategy, development, and impact evaluation while also leading advocacy and cross-sector partnerships to advance Black maternal health.
The ideal candidate is a creative leader with a deep understanding of public health, maternal health, racial and reproductive justice, and healing-informed care. They must be skilled at program management and evaluation, people leadership, advocacy, and community engagement to drive sustainable impact.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Leadership & Expansion
- Provide strategic direction and oversight for Mamatoto Village’s direct services programs, ensuring culturally responsive, evidence-based, and healing-centered care.
- Lead the scaling and enhancement of the Home Visiting Program, Mothers Rising, and Lactation initiatives to reach more families in need.
- Develop and implement quality assurance (QA) and program evaluation frameworks to ensure effectiveness, innovation, and long-term impact.
- Collaborate with the Executive Director and senior leadership team to align programs with organizational goals and justice-centered service models.
- Ensure compliance with local, state, and federal policies and funder and grant requirements.
Strategic Advocacy & Public Policy Engagement
- Serve as a thought leader and spokesperson for Mamatoto Village on issues related to Black maternal health, reproductive justice, and health equity.
- Advocate for policy change at the local, state, and national levels, collaborating with government agencies, nonprofit partners, and community stakeholders.
- As requested, represent Mamatoto Village at public speaking engagements, legislative hearings, conferences, and media opportunities.
- Work with the Executive Director and Director of Communications to develop community engagement strategies that center Black maternal, infant, and family health.
Program Operations & Grant Management
- Lead program budgeting, funding allocation, and financial oversight to ensure sustainability and responsible stewardship of resources.
- Track and manage grant deliverables, reporting requirements, and funding compliance in partnership with the Director of Data & Social Impact.
- Identify and pursue new funding opportunities, including grants, contracts, and philanthropic partnerships to expand Mamatoto’s impact.
People Leadership & Team Development
- Build, mentor, and supervise a high-performing, equity-driven team of program managers, home visitors, lactation consultants, and community doulas.
- Foster a culture of collaboration, innovation, and accountability by providing coaching, professional development, and regular performance evaluations.
- Promote workforce well-being and retention, ensuring staff have the tools, training, and support needed to thrive.
- Lead staff in embedding anti-oppression and healing-centered frameworks into daily program work.
Community Partnerships & Outreach
- Cultivate strong relationships with hospitals, healthcare providers, policymakers, and advocacy groups to advance maternal health equity.
- Develop referral systems and cross-sector collaborations to enhance wraparound support services for program participants (e.g., housing, food security, mental health).
- Participate in community forums, maternal health task forces, and coalition-building efforts to amplify Mamatoto Village’s mission.
Strategic Leadership
- Develop and execute strategies that align with Mamatoto Village’s vision, maximizing synergies between programs.
- Collaborate with the executive team to establish long- and short-term organizational goals.
- Lead the development of policies and procedures to ensure compliance with local, state, and federal guidelines.
- Contribute to organizational learning by fostering innovation and sharing best practices with partners and stakeholders.
Program and Services Management
- Oversee and expand the Home Visiting Program, Mothers Rising, and Lactation initiatives.
- Ensure culturally congruent and evidence-based interventions are delivered to optimize perinatal outcomes.
- Manage program budgets, evaluate program effectiveness, and maintain high standards of service delivery.
- Supervise program staff, including direct supervision of the Lactation Program Manager.
- Identify and manage programmatic risks and establish effective QA/QI processes;
People Management
- Build and mentor a high-performing, mission-driven team.
- Provide professional development opportunities, performance evaluations, and clear growth pathways for staff.
- Ensure team alignment with Mamatoto’s anti-oppression and equity-centered values.
Partnership Cultivation, Advocacy, and Community Engagement
- Contribute to policy and advocacy discussions and strategies in collaboration with the Executive Director
- Cultivate, steward, and maintain alliances and partnerships with community stakeholders to meet the needs of program participants in the areas of housing, food, legal, domestic violence, substance abuse, etc.; promote effective utilization of services; deepen our engagement across multiple sectors to advance our mission
- Engage in public speaking and advocacy to promote systemic solutions addressing Black maternal health disparities.
- Represent Mamatoto Village at workshops, conferences, and other public-facing events to enhance the program.
- visibility and share outcomes.
- In collaboration with the Communications Department, contribute to social media, newsletter, and other digital assets;
Evaluation and Administrative
- Work to identify culturally relevant interventions and assessment tools;
- In collaboration with the Director of Data & Social Impact, design or modify specific data collection instruments for programs such as pre/post tests, surveys, assessments, interview guides, and focus group protocol;
- Lead refinement and analysis of program metrics;
- Ensure technical quality of organization and funder reports, publications, presentations, and grant proposals and participate in funder stewardship, prospecting, and engagement as needed;
- Maintains yearly program budget, ensuring that expenditures do not exceed the budgeted amount and funds are being spent wisely;
- Participate in organization meetings as required, including staff and direct service meetings and a yearly staff and leadership team retreat.
SKILLS AND REQUIREMENTS TO FOSTER SUCCESS
Education & Experience:
- Master’s degree in Public Health (or equivalent work experience)
- 7+ years of leadership experience in program development, health equity, maternal and child health, or nonprofit management.
- At least 3 years of public health experience focusing on Black maternal health, perinatal care, or reproductive justice.
Skills & Expertise:
- Strategic leadership in program development, community-based health services, and advocacy.
- Strong public speaking, writing, and networking skills to represent Mamatoto Village at the local, state, and national levels.
- Proven ability to manage budgets, grants, and program evaluation frameworks.
- Demonstrated experience working within racial and reproductive justice frameworks, with a deep commitment to anti-oppression, intersectionality, and health equity.
- Knowledge of Medicaid, home visiting models, and maternal health policy is required.
