    Are you passionate about supporting individuals experiencing homelessness and making a direct impact on their journey to stability?

    Bethesda Cares is looking for a dedicated and results-oriented Street-to-Home Program Manager to oversee the daily operations of our Street-to-Home Program. In this role, you will have the opportunity to collaborate with a skilled team, manage essential services, and guide case management staff in applying best practices to support vulnerable populations. You will be responsible for driving positive outcomes for individuals experiencing homelessness while fostering a skilled and cohesive team.

    Key Responsibilities:

      • Oversees the day-to-day operations of the Street-to-Home Program, ensuring effective delivery of services in collaboration with the management team.
      • Ensures accurate HUD APR reporting using HMIS data, working closely with management and data personnel.
      • Supervises and supports Critical Time Intervention (CTI) staff, ensuring adherence to program guidelines and performance expectations.
      • Leads case management teams, empowering staff to provide high-quality support to ensure individuals experiencing homelessness receive efficient lease-up assistance to secure permanent housing, using housing-first principles, trauma-informed care, and harm reduction techniques.
      • Works effectively with Bethesda Cares staff to understand and foster relationships with landlords/property management companies, housing leasing and navigation activities, and community organizations and resources, ensuring clients receive low-barrier housing first support and methodology.
      • Provides ongoing training and professional development for case management staff, promoting continuous improvement in service delivery.
      • Represents Bethesda Cares in internal and external meetings, strengthening community ties and advocating for the needs of individuals experiencing homelessness.
      • Performs additional duties as required to meet program goals.

    Required Qualifications:

      • Master’s degree in Social Work (MSW), Counseling, or a related field. Licensure in social work is required.
      • A minimum of 5 years of experience in providing counseling or case management services, specifically to individuals or families experiencing homelessness.
      • Demonstrated experience in a supervisory or leadership role, with the ability to guide, mentor, and develop staff.
      • Proficiency in managing data systems such as HMIS and other relevant databases.
      • Strong knowledge of Housing First and other client-centered approaches.
      • Knowledge of community resources available to individuals experiencing homelessness.
      • Valid driver’s license and access to a vehicle, as travel is required.
      • Maintain Social Work Licensure through the Maryland Board of Social Work Examiners

    Preferred Qualifications:

      • Familiarity with housing first principles, trauma-informed care, harm reduction, motivational interviewing, and other best practices in homeless response systems.
      • Previous experience in program management and reporting.
      • Strong proficiency with Microsoft Office Suite (Excel, PowerPoint, Word).

      • Strong teamwork and leadership abilities, with a focus on fostering collaboration and team success.
      • Proven ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
      • Adaptability and resilience in the face of challenges.

    Work Environment:

    This hybrid role offers a mix of remote and field-based work. You will be required to travel to Bethesda Cares sites, shelters, and outreach locations across Montgomery County, MD. Some evening and weekend availability may be needed.
