    Organization Summary: Established in 1993, Operation Dignity (OD) is a 501c(3) nonprofit organization that conducts outreach and operates emergency, transitional, and permanent housing programs throughout Alameda County. Our mission is to create pathways to health and housing for the most vulnerable individuals experiencing homelessness in our community, with a special focus on residents and people living in encampments.     Position Summary: Dignity Village is an interim housing site that provides housing and supportive services for up to 61 clients while they stabilize and prepare to transition from homelessness to permanent housing The Program Manager is a critical part of the Dignity Village team, building positive relationships with participants, staff, and community partners.

    Essential Job Functions

    The Dignity Village Program Manager will be responsible for ensuring that the site is providing a safe, service-rich environment and supporting clients in obtaining their housing goals. The Program Manager will oversee day-to-day operations of the site, including management of all direct service staff and the security contractor, as well as participating in multiple standing meetings with the City and other service providers. Duties include, but are not limited to:

    Staff Supervision:

    • Supervise Case Managers, Housing & Employment Specialists, Resident Service Coordinator, and Site Support Specialists (8.0 FTE), providing guidance, support, and mentorship.
    • Ensure that rosters and occupancy numbers are accurate and updated daily.
    • Manage the site intake process through the County’s Coordinated Entry System.
    • Implement consistent application of policies, including intake and discharge policies; data collection; and standards for service delivery.
    • Communicate expectations to staff regarding performance and implement standards for accountability and performance improvement.
    • Arrange training and professional development opportunities for staff
    • Provide emergency/backup support for critical incidents, while supporting staff in developing their own judgment in handling these incidents.

    Partnerships and Agency Representation

    • Liaise with the City of Alameda and other funders regarding program compliance and changes. Communicate City expectations to staff, and staff concerns/feedback to the City.
    • Develop and nurture partnerships with external agencies to broaden services available to clients.
    • Support staff in hosting site visits requested by the City of Oakland or other stakeholders.
    • Represent Operation Dignity, and specifically the Dignity Village program, in meetings with other agencies or community stakeholders.
    • With Operation Dignity data and contract staff, ensure that all data related to contract compliance and reporting are being collected and tracked accurately.
    • Manage purchasing and supply ordering, and, in partnership with Operation Dignity leadership, monitor expenses and proactively flag any areas of anticipated cost overruns.
    • Participate in regular management team meetings to build consistent practices and policies.
    • Conduct regular supervision sessions to enhance skills and safeguard personal health and wellness.
    • Participate in strategic planning, training, and team-building sessions, as requested.
    • Help create a positive, productive, and supportive team and work environment.
    • Perform other related duties as assigned.

    Knowledge, Skills, and Abilities:

    • Must have 5+ years of supervisory experience in comparable role.
    • Must have education and/or equivalent experience demonstrating knowledge of case management principles, housing/employment support, and housing retention strategies.
    • Must have relevant experience providing direct services to formerly homeless individuals.
    • Experience with site or property management preferred.
    • Cultural competency, with the ability to maintain effective professional relationships and boundaries with culturally and racially diverse staff and clients.
    • Strong verbal, written, and communication skills.
    • Strong ability to manage accurate data collection and oversee a budget.
    • Able to bring compassion, patience, tenacity, and dedication
    • Self-starter and self-motivated, able to take initiative on behalf of staff and clients.
    • Experience leading a diverse staff and building team initiative and morale.
    • Ability to maintain confidentiality & manage boundaries in a social service environment.
    • Minimum educational requirement: Bachelor's degree.
    • Fingerprint/background check required.
    • Valid driver’s license and clean driving record required.
