The Delaware HIV Consortium (DHC) works to improve the lives of people living with and vulnerable to HIV through leadership, services, and advocacy. Founded in 1991, DHC has a long history of serving as one of the State of Delaware's primary administrators of services for people living with- and vulnerable to HIV. By collaborating with community partners and by providing direct programs itself, DHC ensures that Delawareans living with HIV have access to support services necessary to access and maintain engagement with HIV medical care, that those at-risk for HIV understand what risk reduction option are available and that they maintain the freedom to choose the strategy or strategies that is best for them, that the diverse stakeholders of Delaware’s HIV community are organized and prepared to advocate for their collective best interest, and that the wider community has the educational resources required to work to end Delaware’s HIV epidemic. In 2023, DHC had an operating budget of $3.6 million, and offered a comprehensive continuum of direct HIV prevention, care, educational and advocacy services including: HIV testing, HIV prevention education, condom distribution, Pre-Exposure Prophylaxis (PrEP) Navigation, HIV community and system planning, HIV case management, tenant-based rental assistance, emergency financial assistance, emergency food and hygiene services, and prescription copay assistance. DHC provides services statewide through offices in Wilmington and Milford, Delaware.
Position Overview:
The Housing Program Supervisor is responsible for overseeing the efficient and effective administration of rental assistance services for low-income individuals and families living with HIV. This role ensures compliance with regulations for Tenant Based Rental Assistance (TBRA) operated through HUD’s Housing Opportunities for People with AIDS (HOPWA) program and HRSA’s Ryan White HIV/AIDS Program, monitors staff performance, manages program budgets, and provides support to clients and housing providers.
Essential Job Function:
Program Oversight and Administration:
- Administers DHC’s Delaware Housing Assistance Program (DHAP) ensuring efficient operations and compliance with HUD (U.S. Department of Housing and Urban Development), Health Resources and Services Administration (HRSA) and local/state regulations.
- Manages the intake process including the eligibility determinations and documentation requirements.
- Ensures timely processing of client applications, housing plans, annual reassessments of eligibility, housing quality and affordability.
- Coordinates the housing inspection in compliance with HUD standards, (pre-rental, annual, and special inspections) and conduct home visits as needed.
- Generates and tracks monthly reports from the DHAP database, including waiting lists, housing inspections, Case Management Appointment Verification (CMAV) forms, and annual recertifications, and review them with team members.
- Communicates regularly with clients, case managers, landlords, utility providers, and other service providers and agencies involved with programs and services related to maintaining stable housing arrangements for housing program beneficiaries.
Client Transition Planning:
- Conducts transition planning for DHAP beneficiaries to promote long-term housing stability, and program sustainability.
- Integrates vocational assessment and employment assistance for DHAP beneficiaries into program operations to encourage client wellness, stability, and self-sufficiency.
- Provides information about housing options to people seeking information about resources in Delaware.
Compliance and Reporting:
- Enters data monthly in DHAP client databases as required by funders and generate reports, as needed.
- Prepares regular reports for internal stakeholders, funding agencies, and government bodies, covering budget tracking, program outcomes, and compliance documentation.
- Assists in audits, evaluations, and inspections as required by funding entities.
- Assists DHC’s Director of HIV Care Services with state/local housing contracts, monthly invoicing, Ryan White HIV/AIDS Program Services Report (RSR), and annual Consolidated Annual Performance Evaluation Report (CAPER).
Employee Administration:
- Oversees the recruitment, development, and performance management of the housing program. Provides direct supervision, guidance and mentorship to the Housing Case Manager and Housing Compliance Specialist.
- Conducts regular one-on-one meetings to provide constructive feedback, recognize accomplishments, and address performance challenges.
- Leads annual performance reviews for Housing Case Manager and Housing Compliance Specialist, set individual goals, and develop improvement plans as needed.
- Identifies training needs and facilitate skill development opportunities for staff skills, including workshops, certifications, or continuing education to enhance service delivery for housing program beneficiaries.
- Attends local, regional, and national meetings, including active participation in HUD required planning bodies.
- Ensures all staff adhere to organizational policies, procedures, and applicable regulations.
- Address conflicts or employee concerns promptly and professionally, escalating to Human Resources as needed.
- Other duties as needed.
Qualifications:
MINIMUM EDUCATION AND EXPERIENCE
- Bachelor’s or master’s Degree in a related field, or equivalent work experience.
- Minimum of 3 years in housing services, case management, or a related field, with at least 2 years in a supervisory role.
- Strong working knowledge of MS Word, PowerPoint, Outlook, and Excel.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of HUD housing standards and compliance regulations.
- Financial management experience, including budget preparation and reporting.
- Ability to prioritize, meet deadlines, and manage time efficiently, with a strong attention to detail.
