    Position Overview

    Baltimore’s Promise seeks a Senior Manager of the Baltimore City Youth Data Hub to lead the day-to-day operations and implementation of the Youth Data Hub.

    The Baltimore City Youth Data Hub is an integrated data system that securely connects and archives de-identified data from multiple public systems to better understand the experiences of Baltimore’s youth. The Youth Data Hub is designed to drive collaboration across agencies, programs, and communities to improve outcomes for youth and young adults.     The Senior Manager will ensure the project plan, data governance, and community engagement strategies are effectively executed. This role will organize and lead community conversations about data findings, manage the Hub’s governance committees, facilitate strategy-focused discussions, and oversee communications and administration of the Youth Data Hub. The Senior Manager will focus on building capacity, fostering equity, and promoting integrated data as a tool for systemic change through education, outreach, and action. The ideal candidate will be familiar with data management and integrated data systems.

    Duties and Responsibilities

    Project Management: Manage the administration of the Baltimore City Youth Data Hub, including overseeing its day-to-day use.

    • Work with the Director of Research and Youth Data Hub Implementation Team to develop and maintain Youth Data Hub policies and procedures.
    • Manage the coordination of the Youth Data Hub’s data governance committees, including the

    Executive Committee, Data Oversight Committee, and the Community Research and Action Committee (C-RAC).

    • Co-facilitate C-RAC meetings, facilitating strategy-focused conversations and ensuring community input is central to decision-making.
    • Ensure all data governance meeting logistics, including agenda preparation, meeting minutes, and documentation, are organized and posted in alignment with legislative requirements and organizational needs.
    • Organize and co-lead community conversations about data findings, fostering an environment where community members can engage with, question, and understand the data that impacts them.

    Strategic Communications and Outreach: Support the creation of communication products, including summaries of data findings, reports, and presentations.

    • Make updates to the Youth Data Hub website and work with our Communications Manager to post content on social media to promote transparency and community engagement.
    • Work with Baltimore’s Promise to organize events, workshops, and meetings that showcase the impact of the Youth Data Hub.
    • Develop capacity-building initiatives for governance committees and stakeholders to engage with data effectively.
    • Collaborate with internal teams, public sector partners, service providers, and community stakeholders to advance the Hub’s mission and promote understanding of its value and impact.
    • Work to ensure an equity-centered, community-led approach to all aspects of the Baltimore City Youth Data Hub’s work.

    Qualifications (Knowledge, Skills and Abilities)

    • Bachelor’s degree in public policy, data management, social sciences, communications, or a related field (Master’s degree preferred).
    • Minimum of 3 years of experience in data management, analysis, or a related field, with a strong preference for experience in community engagement or advocacy.
    • Strong project management skills.
    • Experience managing governance structures, facilitating committees, and driving strategy-focused conversations.
    • Understands the research process centering equitable and ethical questions and supporting collaborators in translating questions into designs or identifying design possibilities and actionable plans.
    • Conducting qualitative data collection that includes focus groups, interviews, etc., and analyses.
    • Experience in developing and leading training sessions on data literacy or related topics.
    • Strong facilitation skills with an ability to engage diverse audiences, including community members, public agencies, and nonprofit partners.
    • Experience developing and creating communication materials, including reports, social media, and website updates.
    • Knowledge of data governance policies, with an understanding of data security and legal/ethical considerations.
    • Proficiency in quantitative and qualitative data analysis tools and software (e.g., Excel, Stata, SQL, Python, R, PowerBI, ArcGIS Dedoose, Atlas, Nvivo).
    • Excellent organizational, project management, and analytical skills.
    • Strong commitment to equity, inclusion, and community-centered work.

    Compensation and Benefits

    This position is classified as exempt and is not eligible for overtime compensation in accordance with the policies set forth by Baltimore’s Promise in accordance with the Fair Labor Standards Act (FLSA). The annualized compensation for this position is $84,000. Please note that this compensation is firm. Baltimore’s Promise compensation ranges are determined by the responsibilities and level of authority required by each position as opposed to individual candidates’ qualifications or pedigree. This is an intentional attempt to mitigate pay inequities that are in part driven by systemic and implicit racism and gender bias impacting career trajectories and negotiation.

    This is a full-time position with full benefits, including CareFirst BlueCross BlueShield health insurance, dental and vision insurance, paid time off, paid parental leave, cellphone and mileage stipends, and support for professional development opportunities.

    Baltimore’s Promise provides a hybrid working environment that gives staff the flexibility to work remotely when not required for in-person meetings or tasks. Evening and weekend hours are required to support the organization's events and initiatives at least monthly.

    Travel

    Travel around Baltimore City for in-person meetings and into the office for staff meetings is a regular occurrence. Travel includes national conferences, staff retreats, and meetings around the state.
