    Job Description

    Leadership position within the Infectious Disease Bureau (IDB). The Division Director for HIV/STI Services is responsible for setting the strategic direction for HIV and STI services and ensuring that all HIV/STI funding streams and partnerships align to meet community needs, as well as the mission and vision of the Boston Public Health Commission, with a particular focus on prioritizing services for Boston residents experiencing vulnerability due to racism and other system inequities. This position will provide financial and operational oversight for a portfolio of grants in excess of $15 million. This includes, but is not limited to, serving as the Principal Investigator for the HRSA Ryan White HIV/AIDS Program Part A Grant, and providing leadership for the Ending the HIV Epidemic (EHE) and the City of Boston's HIV/STI Prevention funding. Responsibilities include overseeing all annual grant applications, RFP processes, monitoring of contracted subrecipients, ensuring compliance, completion and timely submission of all mandatory reporting, program and policy development, quality improvement activities, collaborating with the community planning process (e.g., Boston Ryan White Planning Council), and ancillary responsibility for the fiscal and data reporting systems. The Division Director will work with Bureau leadership to establish strategic goals for HIV/STI services and will lead the strategic planning and monitoring of those activities for the STI and HIV Services Division.

    DUTIES

    The Division Director is responsible for overseeing the distribution of HRSA grant funds according to the priorities established by the Ryan White Planning Council and in accordance with Boston Public Health Commission (BPHC) policies.

    This position oversees the following functions and directly supervises staff leading the following project teams:

    • Contract Management & Reporting Team: Provides programmatic support to Ryan White HIV/AIDS Program funded
    • subrecipients including Minority AIDS Initiative (MAI) subrecipients in the Boston EMA, including contract management,
    • monitoring client demographics and service utilization data, providing on-site review of all funded subrecipients to
    • determine proper implementation of Ryan White services, including compliance with HRSA eligibility guidelines and
    • Standards of Care, working with subrecipients to maximize distributed funds, providing technical assistance on grant
    • management and reporting requirements, as well as preparing grants and various reports.
    • Clinical Quality Management (CQM) Team: Ensures that funded Ryan White services adhere to established HIV
    • standards of care and guidelines; implements strategies to assess and improve HIV related medical care and support
    • services, through CQM activities, performance measures, and quality improvement activities; ensures all activities are
    • aimed at improving patient care, health outcomes, and satisfaction.
    • Ending the HIV Epidemic (EHE) Team: Provides programmatic support to Ryan White EHE funded subrecipients in
    • Boston (Suffolk County), including contract management, monitoring client demographics and service utilization data,
    • monitoring proper implementation of EHE services, including compliance with HRSA guidelines, working with subrecipients
    • to maximize distributed funds, providing technical assistance on grant management and reporting requirements, as well as
    • preparing grants and various reports.
    • Boston Prevention Services: Funding for community-based prevention of HIV and other STIs targeting residents of
    • Boston disproportionately impacted. Funding is provided to community health centers, hospitals, CBOs, and other partner
    • organizations with identified target populations, catchment areas and outcomes. The Division Director will work closely
    • with the Director of Prevention and Early Intervention Services, the Boston Planning Council and key stakeholders within
    • the community, incorporating the results of a recently conducted HIV needs assessment to aid in shaping the direction and
    • areas of focus for the next procurement, ensuring the outcomes are aligned with BPHC's mission and values, and in
    • response to shifting epidemiological trends, as well as statements of need from consumers.

    In addition to the duties above, this position collaborates with the IDB Leadership on the following:

    • Planning Council Support: The Planning Council is a HRSA mandated community advisory board that prioritizes Ryan
    • White funding in the Boston EMA.
    • Ryan White Dental Program: The RWDP is a comprehensive oral health care access program for persons with HIV/AIDS
    • in Massachusetts and southern New Hampshire. The program removes or reduces all barriers to oral health services by providing education, advocacy, referrals, and payment for treatment. The program is funded by Ryan White HIV/AIDS Treatment Extension Act, Part A and by funds from the Massachusetts Department of Public Health.

    Other Responsibilities:

    • Grants Management and Administration: Oversees all grants in the service region, and ensures compliance with all
    • federal, state and BPHC reporting requirements. Oversees the implementation of performance indicators and outcome
    • measures. Monitors progress of projects to ensure milestones and deadlines are met, prepares project reports, and
    • submits project modifications to grant funder when appropriate. Oversees the preparation, content/strategy and
    • submission of grant applications in partnership with Grants Development Office and manages all grant-related data and
    • evaluation requirements. Serves as a liaison to federal officials and communicates regularly with the HRSA Project Office.
    • Fiscal: In conjunction with IDB Administrator and Director of Subrecipient Compliance, monitors program budgets in
    • accordance with federal, BPHC, and other guidelines. Follows procurement and contracting guidelines and analyzes
    • budgetary, programmatic and resource needs.
    • Programmatic: Supervises key staff members; performs all administrative supervisory functions and provides oversight
    • of roles and deliverables from all project team members; provides infrastructure and programmatic support to enable
    • HIV/STI service programs to focus on addressing racial justice and health equity, including through grant management,
    • implementation of strategic plan, and other activities needed to strengthen HIV service provision. Responsible for the
    • oversight of relationships with all HIV/STI community partners and funded vendors. Coordinates with other BPHC Bureau
    • leadership around HIV/STI services provided by BPHC. Oversees the development and implementation of all Requests for
    • Proposals (RFPs) for contracted services. Negotiates with selected vendors and ensures appropriate service delivery.
    • Reviews epidemiologic and community needs data regularly to identify service needs of PLWH in the Boston EMA.
    • Integrates quality improvement initiatives into the Division to ensure the provision of evidence-based, high quality of
    • services through funded initiatives.
    • Works in a confidential capacity.
    • Operates independently.
    • Uses independent judgment and discretion to make decisions affecting the Division and staff as it relates to
    • operations/services and BPHC policy.
    • Makes and recommends management and personnel decisions for promotion, transfer and assignment of staff, and
    • corrective action.
    • Performs other duties as required.
    • Occasional nights and weekends as required. Represents BPHC and Senior Leadership on HIV/STI related matters as
    • needed.
    • All positions at BPHC shall work to help BPHC become an antiracist organization by meeting or exceeding the standards set
    • by the BPHC Anti-Racism Policy.

    Minimum Qualifications

    • Master's Degree in Public Health, Health Policy Administration, or a related discipline, such as sociology, organizational
    • psychology, public health nursing, or health communications plus 5 years of experience in public health project and grants
    • management; OR BA/BS plus 7 years of experience in public health project and grants management.
    • Knowledge of and experience with HIV/ STI programs and services.
    • Strong understanding of the role of public health in addressing racism, the social determinants of health, and inequities in
    • health outcomes as well as experience developing strategies to advance racial justice and health equity.
    • Proven ability to effectively oversee a diverse team.
    • Must be able to operate efficiently within tight timeframes; detail oriented with excellent follow-through.
    • Must be a self-directed individual with excellent oral and written communication skills.
    • Experience in federal grants management, including grant writing, reporting, and other administrative grants functions.
    • Prior experience working/familiarity with the LGBTQ+ community required.
    • Ability to manage program budgets.
    • Outstanding facilitation skills and an ability to work with diverse stakeholders.
    • Strong interpersonal skills including ability to work well with professionals, paraprofessionals, and consumers individually
    • and in groups.
    • Comfort and competence with computer software, including MS Windows, MS Word, Excel, and PowerPoint.

    Plus/Preferred:

    • Bilingual, bicultural a plus.
    • Prior experience with Ryan White HIV/AIDS Program.
    • Knowledge and understanding of equitable procurement practices preferred.
