    Senior Program Manager, Southwest Team

    Location: Southwest (Nevada or Arizona); Remote

Applicants must be physically located within the states of Nevada or Arizona with the requirement to be near a major airport in these states. This is a remote position.     For this position, we are prioritizing expertise or skills related to developing, operating, and implementing supporting housing projects as well as experience integrating housing and healthcare or housing finance policy to strengthen services in housing. Experience working with local and state government agencies and other partners on funding policies and housing production efforts to create stronger governmental systems that expedite the creation of affordable and supportive housing is desirable.

    What you will do:

    • Work throughout the Southwest geography (AZ, NM, NV, TX, UT) on consulting projects that increase quality supportive housing.
    • Work regionally to increase awareness and educate system partners on the importance of integrating health and housing to develop long-term quality supportive housing.
    • Work within the Southwest to increase awareness and educate system partners on the importance of housing development, address systemic housing development and policy barriers for long-term quality supportive housing.
    • Provide technical assistance to nonprofit, for-profit, and public organizations around the financing, creation, and operation of supportive housing.
    • Manage projects ensuring clearly defined team roles, on-time and on-budget deliverables, and delivery of quality products. CSH expects project managers to foster a work environment based on quality teamwork, mutual accountability, and high-quality performance.
    • Establish and maintain high quality relationships and partnerships with key community stakeholders. Cultivate new relationships and funding opportunities including fielding and responding to external requests for resources and support. Participate in team fund development activities.
    • Create and deliver in-person and virtual technical assistance (TA), trainings, and facilitation. In all TA, incorporate an emphasis on racial equity and community ownership, to prioritize and advance racial equity in all CSH led projects by addressing racial disparities in housing and services, and to engage and collaborate with communities of color, culturally specific organizations, and persons with lived experience.
    • Provide system transformation support to government partnerships across homeless, healthcare, criminal justice, family and youth, veterans, and supportive housing partners and providers.
    • Identify opportunities and learnings from projects, to disseminate recommendations and impact across CSH teams and regions, making appropriate connections to share knowledge, experience and advice. Support business development and team work planning.

    • The ideal candidate will have real-estate development experience (adept in developing/reviewing development proformas, submitting LIHTC/capital funding applications, multi-family development housing tax credit syndication process, etc.), with demonstrated experience of at least 5+ years working in a role that supported a multi-family housing development, and preferable experience working with housing developer/networks and partners in the field of supportive housing, affordable housing, behavioral and primary healthcare, community development and/or related fields. or
    • The ideal candidate will have in-depth Medicare experience (billing and policy), with demonstrated experience of at least 5+ years working for a Managed Care Organization (MCO) or State Medicaid agency, and preferable experience working with healthcare providers/networks and partners in the field of supportive housing, affordable housing, behavioral and primary healthcare, community development and/or related fields.
    • Bachelor’s degree in business management, business administration, urban planning or health policy, public health, healthcare/services administration or equivalent is preferred, and/or any combination of education, training and experience that demonstrates the ability to perform the duties of the position (ex: Commercial Real Estate Development Association Certification). This includes lived experience of homelessness, housing instability, mental health services, participation in housing programs, etc. and professional and/or volunteer experience in the homelessness field.
    • Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process.
    • An understanding of the concepts of institutional and structural racism and bias, white dominant culture and structures of power, and their impact on underserved and underrepresented communities is preferred.
    • Ability to facilitate discussions and train large size groups both virtually and in-person,
    • Project management experience, with demonstrated leadership and organizational skills and the ability to manage project teams, project budgets and deadlines with moderate supervision.
    • Strong verbal and written communication skills, facilitation and training, active listening, and ability to present to diverse audiences, specifically racially, ethnically and socially diverse communities.
    • CSH uses a Microsoft Office environment. Proficiency is required or a commitment to self-learn and achieve proficiency upon hire.
    • Candidates seeking to work remotely, or hybrid must provide their own access to a secure high-speed internet signal (preferably hard wired) at a capacity sufficient to support video, web, and email processing simultaneously based on their personal work environment. This is typically 100Mb and above.
    • Frequent local and regional travel and occasional national travel required. Travel ranges by position and geography, but for most Senior Program Managers is estimated at 25-40%.

    Compensation:

    CSH offers generous benefits, opportunities for professional growth, and competitive salaries based on geographic location. Our range for SPM is:

    • SPM in lower mid-range geography (E.G. Las Vegas) $85,000 - $106,000
    • SPM in low-range geography (E.G. Phoenix) $78,000 - $98,000

    Our ranges are broad, and it is customary for candidates to join CSH at the lower half of the range to leave room for growth, learning, and development in the role and range. It is uncommon for starting salaries to fall above the mid-point. We negotiate actual salaries with final candidates based on their exact location, experience in similar roles, and expertise related to the qualifications.
