    Program Manager, Horizons Greater Washington

    Overview

    Horizons Greater Washington is seeking a Program Manager who, in coordination with other members of Program administration, will supervise and implement planning for the year-round Horizons program including both the Saturday and Summer Academy.

    This is a full-time salaried position at 40 hours per week, with a salary range of $65,000 to $75,000 per year. The position comes with benefits including health, dental, vision, life, and short- and long-term disability insurance, and 401k, 10 paid holidays, in addition to the week off between Christmas Day and New Year’s Day, and 15 equivalent days of Paid Time Off (PTO).

    • mostly remote during academic year, in person for weekly staff meetings
    • on call for Saturday Academy (three, six-week sessions during Fall, Winter, and Spring)
    • in-person during six-week Summer Academy orientation and program, rotating between three sites

    About Horizons Greater Washington

    Horizons Greater Washington (HGW), an affiliate of Horizons National, advances its mission of educational equity by building long-term partnerships with students, families, communities, and schools to create experiences outside of school that inspire the joy of learning. HGW supports over 400 students in grades 1-9 with year-round programming, developing the whole child through experiences that build problem-solving skills, foster awareness of community responsibility, and instill respect for self and others. By spanning from first to ninth grade, the program nurtures long-term connections between diverse learners and dedicated staff who support them throughout the year. HGW program design and staff practices follow a Positive Youth Development approach, emphasizing engagement, interaction, support, and a safe environment as key components that meet the needs of youth. The five-week Summer Academy is Horizons’ core program, blending high-quality academics – with an emphasis on literacy, math, and STEAM – with social-emotional learning, swimming, hands-on projects, high-quality art lessons, and confidence-building challenges to boost engagement and improve outcomes. In Fall 2022, we launched the academic year Saturday Academy for students to continue the gains that they make during the summer. Saturday Academy consists of three blocks (Fall, Winter, and Spring) of six sessions each for a total of 18 sessions during the academic year. At Saturday Academy, students focus on collaborative teambuilding.

    Position Description

    The Program Manager reports to the Program Director and collaborates with the Summer, Saturday Academy, and Swim Directors to plan and implement high quality academic and social enrichment programs. The Program Manager collaborates with the Program Director to oversee and coordinate aspects of both the Summer and Saturday Academy to ensure they align with Horizons’ mission. Candidates for this job should be passionate about HGW’s mission supporting the transformative impact of out-of-school time educational programs. They should have a strong interest in preparing and delivering opportunities that support HGW students’ growth.

    Key Responsibilities

    Program Operations (Clearances, Supplies, Hiring Support, Job Promotion)

      • Collaborate with the Program Director on overall program planning and execution.
      • Serve as the primary support for the Site Directors for both Summer and Saturday Academy as well as Swim Directors with:
      • Partner and vendor coordination
      • Supply orders
      • Volunteer organization
      • Planning events
      • Coordinate with Program Assistants to maintain records of meal count, attendance, and volunteer assignments.
      • Assist the Program Director to target and recruit candidates for positions, administer job promotions, and oversee the overall hiring process.
      • Maintain compliance documentation, field trip details, and emergency procedures for site information binders.

    Financial Operations

      • Manage annual budget expenses
      • Track expenses for reimbursable grants and collaborate with Development staff and CFO in invoicing for those grants in the specified format
      • Collaborate with the CFO on drafting and execution of timely vendor contracts and payments.

    Recruitment/Roster Management

      • Maintain student enrollment, class rosters, and waitlists within Salesforce.
      • Provide the Program Director with grade-level rosters based on available spaces.
      • Coordinate the reenrollment process with the Recruitment team.
      • Manage the parent portal located on the Horizons website.

    Volunteer Management

      • Develop and oversee a standardized volunteer onboarding, orientation, and recognition process.
      • Train Program Assistants to oversee volunteer assignments and training during the Saturday and Summer Academy.
      • Support Site and Swim directors with volunteer coordination.

    Qualifications

      • 3+ years in program management experience
      • Experience in grant management, specifically government grants and reimbursable grants, required
      • Proficiency in Microsoft Suite required, with Adobe, Salesforce or other CRM experience preferred
      • Bachelor’s Degree or equivalent required
      • Master’s Degree preferred (public administration, business administration, education administration or similar degree)
      • Fluency in a second language (Spanish or Amharic) preferred
      • Must be 18 years of age or older
      • Citizenship or proof of legal residency

    Compensation

    The pay range for this position is $65,000 to $75,000 annually.

    Environmental and Physical Conditions

    The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to be in one position for long periods of screen use, reach with hands and arms, and talk and hear both in person and over devices. The employee interacts in close spaces and frequently with children and other staff. May be in situations which require conflict resolution. The position works in a school environment with artificial light and air.
