    Job Title: Strategic Partnerships Project Manager

    Reports to: Manager - Community Partnerships

    Office Location: Renton, WA

    Worksite Designation: Hybrid

    Live in the Puget Sound Region of the State of Washington with a reasonable commute to Renton, WA. Approximately 50%—75% of the work is telework, and 50%—25% is in-person at our office, off-site, or partner locations. Must come into the office on an as-needed basis.

    Organizational Overview:

    The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members.The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.

    Position Overview:

    The Strategic Partnerships Project Manager will support the successful expansion of the Training Fund (TF), Health Care Apprenticeship Consortium (HCAC) and Virtual Healthcare Institute (VHI) Allied Health programs across Washington State. These Allied Health programs include multiple healthcare occupation apprenticeship programs, apprenticeship preparatory programs, Introduction to Healthcare Employment & Apprenticeship Programs (IHAP), Nursing Assistant-Certified (NA-C), Medical Assistant, Pharmacy Technician, Central Sterile Processing, Behavioral Health, Advanced Certification of Environmental Services Technicians (ACET) and other healthcare education and career pathway programming.

    The position will support the implementation of the comprehensive strategy for the promotion and expansion of the program for the State of WA and will engage with employer partners, labor, government and state agencies and community-based organizations. In addition to assisting the Manager- Community Partnerships in furthering strategic partner’s understanding of program required activities and successes, they will work with partners to complete the necessary documents and action steps required to participate and succeed in TF programs. This role will work with various members of the Training Fund team and external stakeholders. This position plays a critical role in the TF’s labor management partnership and must be able to work well with labor and management.Candidates will be evaluated on the full range of their lived and learned experience, professional background, volunteer experience, and direct and transferable skills.

    The Project Manager must work closely with external partners and facilitate their progression to completing and being ready to implement TF’s education programs. It requires being able to hold the big picture while operating at a detailed level for tracking and documentation purposes. They will coordinate with other TF departments to provide education programing that meets overall TF goals within the timelines and budgets developed including close coordination with grant development & implementation staff as needed.

    Essential Job Functions:

    Incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:

    • Support the Manager of Community Partnerships in identifying and cultivating Washington State hiring partners for the purpose of securing agreements to participate in TF sponsored allied health education programs including Medical Assisting, Pharmacy Technician, Central Sterile Processing apprenticeship, Nursing Assistant- Certified, ACET and IHAP programs;
    • Maintain an intricate knowledge of all Training Fund benefits and programs and manage the preparedness of partners to offer TF Allied Health education programs through facilitating their completion of required documentation, providing detailed programmatic information and transferring their support to the Education Program team;
    • Track and document events, create reports, monitor and support the creation of appropriate dashboards in the Salesforce database;
    • Ensures data management is consistent and accurate based on organizational policies, processes and standards;
    • Engage with strategic partners and key stakeholders to ensure effective program delivery that meets their needs;
    • Collaborate with colleagues and contractors to improve the Salesforce process for tracking partner engagement;
    • Actively pursue continuous improvement of documentation, processes and procedures to create an evolving system that is as efficient and effective as possible;
    • Build strong partnerships with Community Based organizations and other partners to support ongoing recruitment of diverse community participants into eligible Allied Health educational programs;
    • Implement the process of full employer onboarding for a variety of Allied Health programs specifically getting all required contracts, MOUs and/or documents completed and signed;
    • Understands required processes for labor management organizations to ensure key stakeholders support program integration;
    • Manage the securing of apprentice and mentor identification by Employers with Allied Health e-occupations hiring HCAC apprentices;
    • Perform the administration, coordination, and implementation of recruitment efforts for a variety Allied Health programs;
    • Conduct regular review of work and work plans to ensure accountability of all activities are accurate and timely along with reporting of deliverables and obligations in collaboration with the Grants and Contracts Manager and TF leadership;
    • Support and collaborate with vendors to support key initiatives. Manages employer stakeholder relationships to ensure key performance targets and goals are achieved according to established timeframes;
    • Act as an organizational representative in all situations, setting a strong example of professionalism, work completion and quality, and commitment to organizational goals and ethics;
    • Provides back-up coverage for other team members, as needed;
    • Establish, manage, and complete work priorities, in a highly organized manner while maintaining flexibility in scheduling and adhering to quality requirements and deadlines; and
    • Perform other tasks and responsibilities as assigned.

    Required Skills/Abilities:

    • 5 years of experience with 3 years in business development lead role with active network of employers and partners;
    • Demonstrated success in business development and key account management with comfort presenting to senior level healthcare and business professionals about Training Fund Educational Programs;
    • Ability to work with and advance engagement with labor unions, employers, and staff to collaborate effectively in labor/management settings;
    • Support labor (SEIU Healthcare 11NW Multi-Employer Training Fund) and management perspectives in your work at the Training Fund;
    • Experience with target performance metrics;
    • Proficient using technology as a management reporting tool;
    • Experience working with a high-performance, collaborative, constructive peer group;
    • Experience working with a broad range of collaborative partners at multiple and varied skill levels and experiences;
    • Excellent verbal and written communication skills with exceptional attention to detail;
    • Strong Zoom and Teams remote working skills, and ability to collaborate with others, working remotely;
    • The ability to work with diverse constituencies, maintain diplomacy, and negotiate successfully;
    • High proficiency in Microsoft Office Suite, databases and student information systems including, but not limited to Salesforce, Monday.com, SharePoint, etc.

    • Flexibility regarding hours; weekend and/or late hours will be required;
    • Ability to travel as needed. Primary travel is currently limited to Washington state with occasional trips to Oregon;

    Desired Skills and Experience:

    • Experience working with and selling into c-suite leadership in health care settings, or other business and labor settings;
    • Experience working with diverse populations; understanding of accelerated learning platforms and/or education or apprenticeship programs;
    • Experience or knowledge of registered apprenticeship as a system;
    • Experience working with Salesforce;
    • Bilingual skills preferred.

    Required Items:

    • Valid Washington State Driver’s License and access to a reliable insured vehicle
    • Needs to live in or move to the State of Washington in assigned region.

    Educational Requirements:

    • Bachelor’s Degree in subject(s) applicable to the work or equivalent lived experience related to job skills and duties.

    Physical Requirements:

      • Prolonged periods of sitting at a desk and working on a computer
      • Must be able to lift 15 pounds at times
      • Must be able to access and navigate the TF’s facilities, partner organizations, and classroom locations

    Work Environment: Hybrid

    This position provides services primarily in Washington State remotely and in person. Training Fund educational operations include limited program work in Oregon and Alaska. The position requires various “in-person” involvement with apprentices, employers, instructors, and community partners at multiple locations; other portions of this role will be split between telework work and the Training Fund office. This position will require travel on an as-needed basis and during some non-traditional hours (early mornings, later evenings, and occasional weekends) to meet with participants and attend meetings at locations such as hospitals, schools, public places (community buildings, event venues, etc.), and partner organization sites. Note: COVID restrictions may require a higher level of remote work.
