    Greater Baybrook Alliance (GBA) is a community development organization whose mission is to act as a catalyst and conduit for equitable development and reinvestment in the Brooklyn, Brooklyn Park, and Curtis Bay neighborhoods and empower our residents to strengthen the Baybrook community. To build community wealth and reduce crime, GBA is launching a new housing initiative focused on the whole block approach (‘housing strategy’).

    The housing strategy will leverage our current economic and community safety resources to transform one of Brooklyn or Curtis Bay’s most challenged neighborhood blocks. The right candidate will already know of or will be eager to learn about housing and community development strategies and have the skills to oversee the implementation of this new strategy.

    Purpose:

    The Housing Program Manager will support the development of the housing strategy and oversee its implementation by engaging key stakeholders and providing ongoing program management for housing revitalization and Crime Prevention Through Environmental Design projects. The Program Manager will collaborate with other GBA staff to focus on a whole block strategy that addresses all property types (vacant, owner-occupied, renter-occupied, commercial, and right-of-way).

    Whole Block Approach: Holistic redevelopment of an entire block that includes the key elements of community leadership and planning/neighborhood stability and wealth building in addition to market assessment and acquisition/capital and development strategies.

    Crime Prevention Through Environmental Design: a multidisciplinary approach that uses changes to the built and natural environments to reduce and prevent crime opportunities. Key elements include natural surveillance, access control, creating ownership of space, maintenance, and activity support.

    Key Responsibilities:

    • Oversee the implementation of the whole block housing strategy
      • Meet and build relationships with existing and new stakeholders
      • Work with homeowners, renters, property owners, community developers, contractors, real estate agents, public agencies, and other stakeholders to implement projects
      • Develop and track RFP’s, bid requests, contract agreements, etc.
      • Gather and submit documentation for project invoicing, payments and/or reimbursements
      • Track and document projects for grant reporting
    • Coordinate efforts and leverage resources with economic development and safety team initiatives (e.g. commercial redevelopment and community-led space activation initiatives)
    • Support strategy development through participation in TA and peer learning opportunities and conversations
    • Develop knowledge and familiarity with organizational funding sources and resources
    • Develop knowledge and familiarity with GBA’s Violence Reduction Priority Areas (‘hot spots’)
    • Support supervisor and senior staff with the identification and engagement of potential stakeholders
    • Support supervisor and senior staff with fundraising and budget tracking

    WORK SCHEDULE & LOCATION

    This is a full-time position, with typical hours of 9 AM - 5 PM, Monday through Friday. GBA operates on a hybrid work schedule, typically requiring 2-3 days of work to be completed at our office in Brooklyn, MD. Additionally, frequent site visits to clients' businesses or partner offices should be expected, usually in South Baltimore/ North Anne Arundel County or the Greater Baltimore region.

    COMPENSATION

    Salary and benefits are reflective of the candidate's qualifications and experience, with a range of $52,000 - $60,000. Benefits include 20 days of Paid Time Off, medical and dental insurance, and retirement plan.
