The Primary Care Development Corporation (PCDC), a nationally recognized 501(c)(3) community development financial institution (CDFI), catalyzes excellence in primary care through strategic community investment, capacity building, and policy initiatives to achieve health equity.

    PCDC partners with providers and practices – particularly those in low-income communities and communities of color – and investors to identify health care needs, increase primary care capacity, and craft effective, evidence-based solutions. Over the last 30+ years, we have leveraged nearly $1.6 billion in capital and investment to develop and improve the primary care field and its infrastructure. Our comprehensive approach makes better, more equitable, and more accessible primary care a reality.

    Position Summary

    PCDC is seeking a Director of Policy to join our talented team of professionals. Reporting to the CEO, the Director of Policy will work with a broad range of stakeholders – both internally and externally – to advance a policy agenda that is aligned with PCDC’s mission and utilizes data, analyses and strategic expertise to drive greater investment in and prioritization of primary care.

    PCDC is headquartered in New York City, and supports a hybrid work environment, with the expectation of regular in-office days (at least 1x/week) and travel to Albany, Washington DC, and other places as needed. The Director will supervise several staff and interns. Strong preference given to candidates based in, and knowledgeable about the Greater New York area.

    Responsibilities

    • Translate PCDC’s theory of change and strategic plan into an actionable policy and advocacy strategy with measurable milestones and results, with specific emphasis on New York, California, and federal policy, with a focus on both primary care and community development.
    • Track and monito relevant policies, policymaker positions, trends and processes. Identify opportunities for PCDC involvement in collaboration with the primary business units, Capital Investment and Consulting.
    • Draft legislation and advocate for the passage of legislation at the local, state, and federal levels that positively impacts the access, delivery, and financing of primary care. Specifically, lead work in New York State to pass the Primary Care Investment Act and the Primary Care Investment Network, a consortium of 22 states dedicated to increasing primary care investment in their states.
    • Identify, engage with, and develop advocacy strategies with primary care champions at the state and federal levels.
    • Staff the Policy Committee of the Board of Directors.
    • Develop position briefs and collateral, organize events and public speaking opportunities, and draft communications to educate policymakers and the public about PCDC’s work, primary care, and the impact of community development financial institutions.
    • Represent PCDC at meetings with other advocates, ensuring PCDC priorities are reflected in broader advocacy messages and campaigns.
    • Build and manage coalitions of stakeholders focused on primary care, and identify other key informants and stakeholders, to accomplish PCDC advocacy objectives.
    • Collaborate closely with current funders, manage grant deliverables, and participate in grant writing as needed.
    • Supervise lobbying consultants and prepare required lobbying reports.
    • Lead the monitoring and tracking of key performance indicators and deliverables for the policy team.
    • Provide day-to-day management and mentorship of the policy team.
    • Work closely with other PCDC teams, including Marketing and Communications, to ensure accurate and timely information on the website and other collateral; with Capital Investment and Consulting to understand the potential policy initiatives and actions affecting their work, and share information across the organization on key policy issues affecting PCDC’s sectors and work.
    • All other activities as required.

    Qualifications

    • Master’s level or JD degree in public policy, communications, public health or other relevant field.
    • 8+ years of work experience in the field of public policy, advocacy, community development, financial institutions, or health care, with previous advocacy experience in New York, California, or at the federal level
    • Minimum of three years of supervisory and management experience.
    • Experience with tracking state and federal policies, regulations, and legislation.
    • Understanding of the health care and community development communities, including thinktanks, academic institutions, and policymakers/advocates.
    • Previous involvement in building and managing coalitions.
    • Excellent written and oral communications skills.
