Deputy Director of Civic Engagement & Community Affairs - Hybrid Sacramento, CA

Association’s Mission:

California Primary Care Association's mission is to lead and position community clinics, health centers, and networks through advocacy, education, and services as key players in the health care delivery system to improve the health status of their communities.

Purpose of Position:

The Deputy Director of Civic Engagement and Community Affairs will provide strategic leadership and oversight to CPCA’s statewide community health center (CHC) civic engagement initiatives. This role will be responsible for developing and expanding CPCA’s civic engagement framework to ensure increased and sustained participation in advocacy, voter engagement, and public health initiatives among CHCs, Regional Clinic Consortia, and community-based organizations. The Deputy Director will lead high-level collaborations with key stakeholders to drive long-term systemic change and advance policies that support civic engagement in healthcare settings.

Primary Responsibilities:

Develop and execute a strategic plan to expand CPCA’s civic engagement infrastructure, ensuring alignment with organizational goals and policy priorities.

• Provide leadership and strategic direction to the Civic Engagement team, including Association staff, regional staff, and external partners, ensuring effective implementation of civic engagement initiatives.
• Implement strategic communications that support the goals of the organization, utilizing paid and earned media efforts.
• Foster partnerships with national, state, and local organizations to enhance civic engagement efforts, voter mobilization strategies, and advocacy programs within CHCs.
• Lead the integration of CPCA’s policy goals with civic engagement strategies, working closely with the Government Affairs team and external policy experts.
• Oversee the design and implementation of training programs to build civic engagement capacity among health center staff, leadership, and patient communities.
• Manage and oversee grant-funded initiatives, ensuring compliance with deliverables, reporting requirements, and financial oversight.
• Represent CPCA at high-level meetings, coalitions, and conferences to promote civic engagement initiatives and advocate for policies supporting CHCs and underserved communities.
• Supervise regional and remote staff, provide mentorship and professional development, and ensure accountability for program success.
• Track and evaluate the impact of civic engagement programs, utilizing data-driven approaches to improve outreach, participation, and long-term sustainability.
• Oversee the development of communication strategies and materials that effectively engage diverse stakeholders in civic participation efforts.

Skills and Abilities:

• High level of experience in strategic program development and execution, particularly in civic engagement, advocacy, or public affairs.
• Proven ability to lead, supervise, and mentor teams, ensuring strong collaboration and accountability.
• Strong knowledge of voter engagement strategies, community organizing, and advocacy within healthcare or nonprofit sectors.
• Expertise in policy analysis, government relations, and legislative advocacy.
• Ability to develop and manage large-scale programs, budgets, and grants.
• Excellent presentation, public speaking, and written communication skills.
• Strong interpersonal skills to effectively engage with Association membership, Board of Directors, funders, policymakers, and community partners.
• Advanced problem solving, critical thinking, organization, and time management.
• Proficiency in Microsoft Office Suite and web-based engagement tools.
• Ability to work collaboratively across multiple departments and stakeholder groups.

Additional Responsibilities:

• Support and advance the Association’s Strategic Plan.
• Attends and participates in required Association meetings.
• Represent CPCA at national and state-level meetings, training sessions, and site visits.
• Regularly report program progress and impact to leadership and funders.
• Travel as needed for national, regional, and statewide engagements.
• Other duties as assigned.

Education and Experience:

CPCA evaluates candidates on all position-relevant skills and experience. • Minimum of 5 years of project management or equivalent experience required.
• Previous supervisory experience required.
• An understanding of healthcare issues in California and how federal policy impacts health-related issues preferred.
• Experience with community health centers, member-driven associations, or non-profit organizations preferred.
• Bachelor’s degree preferred. Experience will be considered in lieu of degree requirement.

Compensation: $115,495 - $122,288

Association Expectation:

Due to network security and hybrid work this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month. All hires are required to maintain residence in California. This is a hybrid position with employees coming into the office in downtown Sacramento.
