    Workforce Program Manager, Solar for All

    Solar for All is an initiative to make solar energy accessible and affordable for low-income and disadvantaged communities. It leverages existing incentives and support platforms, providing financial assistance for solar installations on single-family and multi-family homes, and supporting community solar projects. The program also focuses on workforce development, creating jobs in the renewable energy sector. Its goals are to reduce greenhouse gas emissions, advance environmental justice, and promote energy equity.

    Who are we looking for?

    We are actively seeking individuals who are passionate for building collaborative partnerships and strategies that create workforce opportunities in a newly formed regional clean energy economy. The successful candidate will join our CE - Clean Energy. Bright Futures. team and work on BEF’s Solar for All (SFA) program, collaborating with various stakeholders to lead the development and implementation of the SFA Inclusive Workforce and Contractor Plan in collaboration with key stakeholder groups. The Workforce Program Manager collaborates with CE’s Senior Director and the SFA team to manage the development and implementation of Solar for All workforce subawards in order to achieve the deepest impact for priority communities as they develop local career pathways linked or related to new solar energy project construction. This role is responsible for managing partnership development, community engagement, and collaborative project design specifically within the states of Idaho, Montana, and Wyoming for the SFA project.

    Primary Duties:

    • Serve as the lead for workforce development in the Solar for All (SFA) project, working closely with community partners to develop and deploy strategies across Idaho, Wyoming, and Montana to engage priority communities in training, education, and hands-on experience linked to SFA activities resulting in increased access to high quality jobs in the clean energy sector.
    • Lead the development of the SFA Inclusive Workforce and Contractor Plan, working collaboratively during the project planning phase with stakeholders from labor, solar industry, workforce development, contractor development, education, and CBOs to identify gaps, opportunities, and best practices in building pipelines to high quality clean energy jobs.
    • Manage the planning and implementation of subaward funding to include defining scope of work, administration of selection of subaward recipients, and ongoing monitoring/controlling of progress and adherence to funding requirements.
    • Engage with partners throughout the talent pipeline, from K-12 to industry groups, in order to identify strategies for strengthening cohesive pipelines for community members into the workforce.
    • Identify opportunities for increasing access and participation in pre-apprenticeship and inclusive apprenticeship programming, particularly within LIDACs.
    • Facilitate cohorts of Clean Energy Fellows, CE’s network of stipended educator leaders, collaborating with these experts on the design and implementation of regional K-12 projects that increase student engagement with clean energy topics and real workforce opportunities.
    • Work closely with contractor stakeholders to build access points and internal capacity for on-the-job training in solar installation, linking to existing or new credentialing programs where possible.
    • Work closely with the SFA Program Director, Sr. Program Managers, and SFA Workforce Development Working Groups to assess and respond to needs with the priority communities.
    • Lead CE efforts to develop capacity in postsecondary, career launch programming, functioning as a conduit between CE and the Solar for All project to leverage learning opportunities, new partnerships, and strategies to scale CE program through new community engagement.
    • Collaborate with the CE implementation team as needed to integrate workforce development expertise and opportunities into ongoing educator professional development.
    • Track progress in usage of the annual SFA workforce budget, providing reporting to CE’s Senior Director, SFA Program Director, and Sr. Program Managers as requested.
    • Develop tools for evaluating the effectiveness of workforce programming and subaward activities, with data identified to measure progress toward diversity, equity, and inclusion targets. Gather and aggregate the data to support adherence to federal reporting requirements.

    Qualifications:

    • 2 to 5 year(s) related experience and/or training or equivalent combination of education and experience working in STEM education and/or education administration.
    • Experience working on programs or collaborative partnerships related to community college pathways, pre-apprenticeship and apprenticeship programs, job credentialing, skills training, career and technical education (CTE), job placement programs, and/or other workforce development activities is highly preferred.
    • Ability to work frequently with communities in Idaho, Wyoming, and Montana.
