    The Grants and Contracts Manager is responsible for tracking, monitoring, reporting and fiscal compliance of funds associated with grants and contracts. Under the supervision of the CFO, this position will collaborate with others to achieve agency objectives.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Research grant opportunities and offers recommendations to management to meet the District’s strategic goals.
    • Leads the development of proposals and grant application submissions, which may include collecting and analyzing data, preparation of the application, and analysis of multiple funding alternatives.
    • Works collaboratively with administration, department heads, and other key personnel in communicating acceptable uses of funds and analyzing requests and needs; notifies department or management of any projected variances.
    • Performs grant-related post-award functions, including monthly and quarterly reimbursements and reconciliations of budget and expense analysis; coordinates grant closeout functions as required, including compliance monitoring, financial status reports, reimbursement requests, purchase order liquidations, and final reporting.
    • Maintains all grant financial records and develops reporting and analytical tools to aid management in tracking grant activities.
    • Prepares grant information for external audit as requested.
    • Maintains a database of contracts and ensures compliance with all applicable laws and agency policies and procedures.
    • Acts as a main point of contact, both internally and externally, for the creation of contracts and other contract-related issues.
    • Assists with the District’s budget process in the context of grants and contracts.

    Knowledge:

    • Familiarity with funding sources, proposal preparation, and grant guidelines.
    • Understanding legal terms, regulations, and compliance requirements.
    • Budgeting, cost allocation, and financial reporting.
    • Assessing and mitigating risks in contracts and grants.
    • Understanding policies for vendor selection and contracting.

    Skills:

    • Managing multiple projects and meeting deadlines.
    • Strong verbal and written skills for proposal drafting and stakeholder engagement.
    • Ability to analyze and ensure accuracy in documents.
    • Managing contract terms and agreements.

    Experience:

    • Prior experience in managing grants or contracts, including budgeting and compliance.
    • Experience in financial management, contract negotiation, and stakeholder coordination.
