    DIVISION CHIEF

    HEALTH CARE & FAIR COMPETITION BUREAU

    MEDICAID FRAUD DIVISION

    Attorney General Andrea Joy Campbell is looking for a highly motivated individual to serve as Chief of

    the Medicaid Fraud Division (MFD), part of the Office of the Attorney General’s Health Care & Fair

    Competition Bureau. MFD is committed to identifying and prosecuting fraud against the state’s $20

    billion Medicaid program and investigating allegations of fraud against the state Medicaid program and

    allegations of abuse, neglect, and misappropriation of funds occurring in long-term care facilities and

    from Medicaid members in health care settings. MFD has both criminal and civil enforcement authority

    and works in partnership with both federal and state law enforcement agencies.

    Primary Duties: The Division Chief is responsible for supervising and directing activities of a division of

    approximately 47 employees, consisting of Assistant Attorneys General, civilian investigators, and

    support staff working throughout the Commonwealth. Primary responsibilities of the Division Chief

    include the day-to-day supervision of Division cases and work product, administration of approximately $8 million operating budget, and ensuring the Division’s compliance with federal performance standards. The Division Chief reviews and approves the use and issuance of all criminal and civil investigative processes, including grand jury subpoenas, search warrants, administrative demands, and civil investigative demands. The Division Chief oversees the development of investigative strategy and procedure, participates in the negotiation of civil settlements and criminal dispositions, and supervises all aspects of criminal and civil litigation of cases in both state and federal courts, including qui tam litigation. The Division Chief is responsible for proposing legislation and for making program recommendations to the single state Medicaid agency to facilitate the identification and prosecution of fraud, waste, and abuse within the Medicaid program.

    Position Requirements: At least 8 years of civil and/or criminal enforcement experience. The preferred

    candidate will demonstrate experience with the Federal and/or Massachusetts False Claims Act and

    excellent negotiation and communication skills. Actual managerial experience is required, as is the demonstrated ability to oversee multiple matters simultaneously; ability to manage attorneys,

    paralegals, and other staff with varying levels of experience; and the ability to work with external state

    and federal agencies. Familiarity with public health systems, specifically the state Medicaid program, is

    desired. The successful candidate will be able to demonstrate a connection to the people and

    communities we serve. Must be a member of the Massachusetts Bar.
