    Position Summary:

    The HR Manager plays a key role in ensuring the smooth delivery of day-to-day HR services for both assigned clients and the internal MDC team. This is a hands-on role focused on managing payroll, benefits administration, onboarding, compliance, and employee records with accuracy, efficiency, and professionalism. The position is responsible for maintaining consistency, ensuring compliance, and supporting high-quality service delivery across all HR touchpoints. It requires the ability to manage competing priorities across different organizational contexts while consistently delivering timely, accurate, and people-centered support. This position reports directly to the CEO and plays a key role in upholding MDC’s people-first approach and high standards of service.

    Professional Background:

    • GED, high school diploma, or equivalent experience is required; some college coursework or administrative training is a plus.
    • Minimum of 7 years of progressive HR experience, SHRM-CP, SHRM-SCP, PHR, or SPHR certification strongly preferred.
    • In depth knowledge of employment laws, HR best practices, and multi-state compliance requirements.
    • Proficiency with HR and benefit systems (i.e. Paylocity, ADP, Principal, Benefitmall, etc.).

    Core Functions:

    • Manage timesheet review and end-to-end payroll processing, ensuring accuracy in pay, deductions, benefit contributions, and timely issue resolution.
    • Administer employee benefits programs, including enrollments, terminations, and coordination with brokers for health insurance, retirement plans, and leave policies.
    • Lead onboarding and orientation processes to ensure a welcoming and compliant start for all new hires.
    • Maintain, interpret, and improve HR policies in alignment with employment laws and organizational goals.
    • Provide hands-on guidance to managers on performance conversations, development planning, and disciplinary actions.
    • Conduct or support investigations, address employee concerns, and ensure consistent handling of employee relations matters.
    • Lead offboarding and exit interview processes, identifying trends and informing organizational improvements.
    • Research and recommend HRIS platforms and lead implementation to streamline systems across MDC and client organizations.
    • Analyze HR data and trends to inform decisions, identify gaps, and strengthen organizational practices.
    • Operate as a trusted HR advisor across multiple clients, balancing varied priorities, ensuring compliance, and applying best practices tailored to each environment.

    • Maintains strong attention to detail while managing multiple responsibilities across clients and internal needs.
    • Communicates clearly and professionally in both written and verbal formats.
    • Exercises sound judgment, discretion, and professionalism when handling sensitive information.
    • Adjusts to shifting priorities and manages competing demands while maintaining high-quality output.
    • Operates effectively in a consulting environment, staying flexible, responsive, and solution-oriented across varied client needs.
    • Follows established procedures and contributes to improving systems and workflows when appropriate.
    • Takes initiative to solve problems, streamline tasks, and support team goals with minimal direction.
    • Demonstrates openness, cultural humility, and respect for different identities, backgrounds, and communication styles, fostering an inclusive and affirming environment.

    Compensation & Benefits:

    Employees receive a monthly contribution toward medical insurance, and 100% employer-paid vision, short-and long-term disability, life, and AD&D coverage for employee only plan. Benefits also include paid time off accruals, company-paid holidays, paid parking, and a convenient location near Metro station.

    • Salary Range: $85,000 - $95,000 per year, depending on experience.

    Office Setting:

    This position is fully on-site at our Rockville, Maryland office, with a standard schedule of 8:30 AM to 5:00 PM EST, Monday through Friday. This work is performed in a seated, office-based environment with frequent use of a computer, phone, and other standard office equipment.
