Municipal Services Director

MUNICIPAL SERVICES DIRECTOR:

Community Grants, Planning & Housing (CGP&H) is seeking a full-time Municipal Services Director to join our dynamic, growing organization. CGP&H is a leader in affordable housing administration, serving as the Administrative Agent for over 7,500 rental and ownership affordable homes in close to 400 developments throughout over 100 municipalities in New Jersey. The primary role of this position is to work closely with our municipal clients along with internal staff to manage their affordable housing portfolios. What the Municipal Services Director will do:

After training with our team of industry-leading affordable housing experts, the Municipal Services Director will supervise a staff of four affordable housing managers and planners who each handle a portfolio of municipal clients or work with private developer clients to administer affordable rental and sale projects. In addition, the Municipal Services Director will manage their own limited portfolio of municipal clients.

Management Responsibilities:

• Accountable for overall department metrics, deliverables, and client satisfaction
• Proactively organizing department workload, managing fluctuations in work volume and unforeseen situations, coordinating with staff on larger projects.
• Personnel supervisor of affordable housing managers / planners, supporting and training staff to help them become the most effective they can be in their positions.
• Project managing larger initiatives, such as implementing changes to state-wide affordable housing legislation
• Coordinating with managers and staff in other departments to ensure effective communication and procedures
• Compliance and quality assurance, being accountable for the outcomes of decisions on policy and interpretation of rules.
• Standardization of department approach and methods
• Effective client communication to ensure client satisfaction

Municipal Client Services:

• Creating and updating Administrative Agent Operating Manual and Affirmative Marketing Plan
• Foreclosure prevention activities
• Responding to initial private developer inquiries
• Enforcing affordability controls, including annual mailings to homeowners
• Designing and setting up special programs to meet client's affordable housing obligations, such as accessory apartment programs, affordability assistance programs, and extension of control programs
• Completing annual required affordable housing unit monitoring
• Draft affordable housing spending plans
• Research into the affordable housing creditworthiness of group homes and special needs housing.
• Identifying and addressing barriers to efficient administration of affordable housing.
• Representing CGP&H as a leader in affordable housing compliance at conferences and professional organizations. Occasional travel and evening meetings required.
• Ongoing client service management including regular meetings as needed and addressing client issues relating to our service.
• Assist municipal clients navigate emerging and changing affordable housing regulations.

What experiences and skills would make you the ideal candidate:

• Background in New Jersey affordable housing or other housing programs, community development, municipal government, public / private partnerships, or municipal planning. A relevant master’s degree may be substituted for experience.
• Deeply committed to the mission and purpose of affordable housing.
• Customer service focus through understanding and respecting the importance of affordable housing compliance to municipalities.
• Demonstrated experience in managing projects to successful completion.
• Excellent computer skills, specifically in MS Excel and database software such as salesforce.
• Superlative organizational skills, specifically in juggling multiple projects and detailed follow-up to ensure all aspects of required compliance are met.
• Experience working independently to successfully meet objectives, as well as working effectively with team members to collaborate on solutions to challenges.
