    Description

    Background: JustPeace seeks a consultant to study Artificial Intelligence (AI)-based, locally informed context monitoring and early warning tools and techniques and provide practical guidance on their design and application in peacebuilding. The goal is to equip civil society organisations (CSOs) with the knowledge and techniques, to design (code) or adapt tools using open source AI models (ChatGPT etc.) to systematically monitor social, political, and other conflict-related developments in their regions. The study should offer a practical, up-to-date overview of which tools are currently available and how CSOs can use or (co-)develop AI designed tools for community-driven context monitoring and response. It should also provide a user-friendly practical guide and explain how CSOs can independently or collaboratively design and implement monitoring and early warning tools using open source AI models. The study must explore ways to ensure CSOs retain agency and ownership over AI-driven processes rather than being passive users of externally designed technology. It must consider varying socio-political contexts in different countries and the structural inequalities that shape access to AI technology and data sovereignty.

    Scope of Work:

    1. Research & Analysis
      • Conduct a (literature) review on AI-driven monitoring and early warning systems for peacebuilding.
      • Analyse existing AI tools relevant to small CSOs and NGOs, focusing on low-cost, user-friendly solutions.
      • Identify and assess at least three AI-based methodologies for monitoring trends, risks, and opportunities (e.g., social media analysis, online news tracking).
    2. Development of a Practical Guide
      • Develop a practical, step-by-step guide for CSOs on how to design and implement a monitoring and early warning tool using open source AI models, without requiring advanced IT skills.
      • Include guidance on the ethical and responsible collection, selection, and interpretation of data to prevent reinforcing systemic biases, ensuring that AI-driven tools are contextually informed and accountable to the communities they serve.
      • Include clear recommendations on the feasibility, effectiveness, and cost-efficiency of the designed tool.
    3. Presentation & Capacity Building
      • Present key findings to JustPeace, interested CSOs and the donor.
      • Engage in exchange with up to three CSOs and, if requested, provide input and support in designing and implementing a monitoring and early warning tool that aligns with their respective regional and socio-political context.
      • Provide ongoing (technical) support and troubleshooting as partner CSOs test the methodologies.

    Candidate(s) Profile:

    • Master's degree in a relevant field (e.g., social sciences, conflict studies, international relations, or related areas), PhD desirable.
    • Knowledge or working experience in strategic foresight, early warning systems, or related fields.
    • Strong analytical skills and relevant research experience.
    • Fluent in English, both written and spoken.
    • Experience working at the intersection of technologies and social sciences, particularly with a focus on conflict prevention and peacebuilding.
    • Familiarity with NGOs and activist movements in local/international peacebuilding is desirable.
