    Description

    The Deputy Director will be an integral part of the Senior Leadership team, reporting directly to the Executive Director and working closely with the Board of Directors.

    Policy Change (30% of time)

    • With the Executive Director, advance and lead legislation on economic and racial justice.
    • Identify policy priorities and develop legislative and coalition strategies to advance progressive agenda.
    • Draft legislation, factsheets, develop or commission research to advance policy goals.
    • With Executive Director, lead oversight of sister C4 organization including legislative scorecards and endorsement process.
    • Ensure appropriate legal boundaries and firewalls between C3/C4 organization.

    Fundraising and Financial Oversight (30% of time)

    • Lead the organization on financial planning, budgeting, cash flow,investment priorities, and policy matters – including working with our accounting firm and separately, our auditor.
    • Forecast, anticipate trends and gaps, manage risks to the organization.
    • Work with our board of directors finance committee to provide timely monthly and quarterly financial reports, provide recommendations for sustainability, and more
    • Streamline grants reporting process and grants management for programs.
    • Lead development of house parties and other individual giving alongside board.

    Operational Oversight (30% of time)

    • Ensure efficiencies in policy and process across functions and help to foster an organizational culture of collaboration, communication, and compliance.
    • Oversee timely renewals and renegotiations of insurance policies, charitable registration renewals, vendor licenses, registration for federal contracts, and more
    • Represent the organization externally, as necessary, particularly in banking, lease, and similar negotiations.
    • Oversee the day-to-day operations, providing support and supervision of Director level staff with an open-door policy available to all staff.

    Human Resources (10% of time)

    • Ensure that the functions, policies, and practices to recruit, retain, onboard, manage, and develop high-caliber talent are operating effectively and continuously improving and adapting, including shifts to more automated systems, and that Economic Action Maryland is in compliance with applicable Federal, state, and local employment laws
    • Oversee administration of the compensation program, including employee benefits, and ensure that these are regularly benchmarked against peer organizations. Model and champion an intentional focus on advancing Economic Action Maryland’s internal diversity, equity, and inclusion goals and creating a culture of belonging.
    • Review and update Employee manuals regularly, provide recommendations for best practices for staff and executive evaluations and compensation using benchmarking from peer organizations, review and update job descriptions, manage HR procedures.

    QUALIFICATIONS

    • Bachelor’s degree with a major in economic development, housing, or nonprofit management preferred. Master’s degree or equivalent preferred.
    • Tenured, senior-level financial and/or operational leader, ideally in a nonprofit legal or policy organization, with significant managerial, supervisory, or team leadership experience (either concurrent or not)
    • Experience working with C3 and C4 organizations.
    • Experience leading policy advocacy campaigns at state or federal level. Experience working on p policy in Annapolis preferred.
    • Experience creating and implementing policies that support financial and legal compliance is preferred
    • Experience managing at least a $1 million dollar budget with a mix of funding streams
    • Senior-level experience, setting the vision and direction for an organization’s infrastructure functions, including information technology and facilities, ideally including experience with physical and cybersecurity strategies and risk management.
