    Description

    The National Association of Counties (NACo), representing America’s 3,069 county governments with 40,000 elected officials, 3.6 million county employees and more than $660 billion in annual community-based investments, seeks a Program Manager for our Economic and Workforce Development team.

    This position is dependent on ongoing availability of project-based outside funding.

    Position Responsibilities and Activities:

    • Represent NACo in a multi-organizational team to support community benefit activities linked to a federally funded solar utility project in Nicholas County, West Virginia.
    • Participate in project advisory groups to support community engagement, strategic planning and workplan implementation.
    • Design and implement project monitoring and evaluation activities to track and measure progress of the project’s community benefit activities, including but not limited to conducting feedback surveys, focus groups, key informant interviews.
    • Analyze and report on key project findings for internal and external audiences, including educational resources, webinars, workshops, toolkits and issue briefs.
    • Support community engagement activities, including outreach design, stakeholder mapping and community meeting presentations.
    • Organize on-site NACo participation in project activities, including logistics, agenda setting, background materials and follow-up.
    • Provide quality information and guidance to county government officials on topics related to economic and workforce development, especially for rural communities focused on clean energy.
    • Manage the timely delivery, day-to-day quality and completion of project deliverables including other assigned duties under the guidance and direction of the Program Director.
    • Maintain productive ongoing relationships with NACo members, research partners, philanthropy, funders and other NACo departments.

    Knowledge, Skills and Abilities:

    • 13 years of experience in workforce development, program evaluation, regional planning, rural development, public policy or local government sector.
    • Bachelor’s degree required; advanced degree or relevant professional certification preferred but not required.
    • Familiarity with qualitative and quantitative data analytics and analysis preferred but not required.
    • Excellent verbal and written communication skills, including in public speaking and in conducting formal meetings with internal and external stakeholders.
      • Self-starter with demonstrated enthusiasm for supporting local government leaders and rural communities to increase equitable economic opportunity.
      • Knowledge of federal, state and local governments and relevant organizations helpful but not required.
      • Brings collaboration, innovative ideas and creativity to the position and work products; works well under pressure and as part of a team and with external partners.
      • Ability to work well in a political environment while maintaining non-partisan perspective.

    Working Conditions:

    • The position is based in Nicholas County, West Virginia
    • Some travel to Washington, D.C., is required, estimated at four trips per year
    • Base Salary Annually: $70,000
