    Description

    The American Association of State Highway and Transportation Officials is currently hiring a Program Manager for Transportation Data, a full-time position located in our Washington, DC office.

    Nature of Position:

    The Program Manager for Transportation Data works under the direction of the Program Director for Transportation Program Management to develop long-term data and information programs and coordinate activities, programs and projects with governmental agencies, trade associations, and public interest groups related to data management and analytics. The Program Manager is responsible for the execution and management of AASHTO Census Transportation Solutions (ACTS); serving as the AASHTO staff liaison for Committee on Data Management and Analytics; and providing technical and policy support and coordination for data and information policy issues and activities within the association. ACTS is one of AASHTO’s technical service programs (TSPs) that procures tabulations of American Community Survey (ACS) 5-year data to help transportation professionals address complex challenges and meet the evolving needs of the transportation industry.

    In overseeing the AASHTO Census Transportation Solutions program, the Program Manager performs the following duties associated with developing, implementing, and managing an AASHTO Technical Service Program operating on a five-year cycle:

    • Collaborating with the U.S. Bureau of Census to produce Census Transportation Planning special tabulations
    • Managing the production and delivery of in-person and on-line technical trainings for AASHTO members
    • Engaging with AASHTO members and stakeholders in data and information discussions through meetings, webinars, in-person workshops, and other training venues
    • Overseeing the development of in-depth, focused issue papers and primers on strategic policy and technical issues related to data and information management
    • Monitoring federal and state legislative and regulatory activity that could impact state transportation data and information programs
    • Preparing and presenting materials on data and information for briefings, presentations, and roundtable discussions at AASHTO meetings, conferences and special events

    As the AASHTO staff liaison for the Committee on Data Management and Analytics and its supporting subcommittees, work groups, and communities of practice, the Program Manager provides professional and logistical support to ensure the committee is cognizant of key policy, legal, technical, legislative and regulatory issues. The Program Manager monitors the legislative, regulatory and technical activities of appropriate Congressional committees, federal agencies and other public interest groups and associations, and provides this information to members of the committees in order to provide professional guidance in policy deliberation and development.

    In completing their duties, the Program Manager is responsible for contract negotiation, administration, and marketing of services and products associated with their programs and committees. The Program Manager attends meetings and advises on meeting agendas; disseminates informational materials to member states; prepares and delivers presentations; and provides other assistance as required.

    Position Requirements:

    The successful candidate will have a minimum of 7 years of progressively responsible professional experience in the transportation sector with a focus on data or data management and analytics, with at least 2 years at the federal, state, or local level. Prior experience in project management is required. A bachelor’s degree is required, with evidence of a higher degree of professional development, such as postgraduate education, desirable.

    The candidate must have excellent demonstrated organizational, written and oral communication skills. The successful candidate must have a broad understanding of federal and state transportation planning, data, and information policies, regulations, procedures, and practices. Successful project planning, budgeting, and management skills will be essential for this role. The incumbent should have familiarity with contract administration and financial reporting. Sound comprehension of the administrative, legislative, and regulatory processes at the federal and state levels will be imperative. Candidates should have the ability to work well under pressure and meet deadlines. The incumbent must be able to travel approximately 60 days per year.

    Perks and Benefits:

    This position would primarily report out of our Washington, DC office located in Metro Center. AASHTO offers employees hybrid work flexibilities and this role may be approved to work remotely up to 2-3 days per week.

    The salary range for this position is $95,000 – 110,000.
